On the morning of January 27th, Mr. Huynh Tan Tuan, Principal of Quang Nam College of Health, announced that the school had just received an additional 4.6 billion VND from the Quang Nam Provincial People's Committee to pay salaries for lecturers, staff, and employees.

Adding to the more than 1.2 billion VND already spent, the school now has over 5.8 billion VND to pay salaries to employees who have been owed for many months.

Previously, the Quang Nam Provincial People's Committee allocated over 1.2 billion VND to the school to temporarily pay one month's salary to its staff, lecturers, and employees. This amount was drawn from the unallocated training budget in the province's 2023 budget for the training of Lao students in 2022.

According to Mr. Tuan, the 4.6 billion VND, along with the advance payment, is sufficient for the school to pay six months' worth of salaries and insurance for its staff and lecturers. However, there is still a shortfall of approximately 1.4 billion VND for ten months' worth of allowances.

According to Mr. Tuan, yesterday (January 26), the school paid two months' worth of salaries and insurance to its staff and lecturers. The remaining four months' salaries will be disbursed in the next few days.

After settling the six months of outstanding salaries for employees, the school will proceed with the procedures to advance funds from 2024 to pay salaries for January and February 2024.

Regarding the remaining funding shortfall compared to the school's needs (over 1.4 billion VND), the Quang Nam Provincial People's Committee stated that it has directed the school to work with its staff and employees to agree on debt restructuring and find solutions in the future, preventing any complaints or lawsuits from arising.

At the 20th session of the 10th term of the Quang Nam Provincial People's Council, held on January 23rd, the delegates unanimously agreed to settle the salaries and benefits for employees of Quang Nam College of Health Sciences before January 31st, which is before the 21st day of the 12th lunar month.

In addition, the Quang Nam Provincial People's Council also agreed to allocate funds to support the Quang Nam College of Health Sciences General Hospital (a unit belonging to Quang Nam College of Health Sciences) due to the disruption to its operations when the province requisitioned the hospital to serve the admission and treatment of Covid-19 patients for 4 months (from February to May 2022).

The total budget allocated for salaries and benefits for employees of Quang Nam College of Health Sciences and Quang Nam College of Health Sciences General Hospital is 4.6 billion VND.

As Thanh Nien newspaper reported, on December 14, 2023, 17 officials and lecturers of Quang Nam College of Health Sciences sent a notice of collective work stoppage to the school's leadership.

Seventeen faculty members from the Nursing and Primary Healthcare departments stated they would cease work from December 18, 2023, until the university resolves their salary and allowance issues. Following discussions at meetings, the suspension period was extended to December 31, 2023.

To date, Quang Nam Medical College owes six months' salary to 114 employees, totaling over 5.7 billion VND. In addition, the institution has also been late in paying social insurance contributions for several months.
