Ho Chi Minh City will build an additional 15,000 housing units for workers. This is the content of a cooperation agreement between the Ho Chi Minh City Federation of Labor and two major construction companies. Initially, 3,000 units will be built in Binh Khanh, Can Gio.
According to the agreed-upon plan, 15,000 units will be completed by 2030. The projects are oriented towards a rent-and-own model, suitable for the financial capabilities of workers while still ensuring basic living conditions.
The Ho Chi Minh City Federation of Labor will take the lead in reviewing needs and approving eligible tenants and rent-to-own applicants. Currently, the Ho Chi Minh City Federation of Labor has collaborated with four businesses to develop approximately 110,000 housing units for low-income workers to rent or rent-to-own.
In 2026, the target for social housing development nationwide is 158,723 units. According to the Ministry of Construction , in the first four months of 2026, construction began on an additional 40 projects with a scale of 36,590 units, reaching approximately 23% of the target.
To date, the whole country is investing in the construction of 786 projects with a scale of 725,146 units, reaching 72.5% of the target assigned to the entire "Investment in the construction of at least 1 million social housing units for low-income earners and industrial park workers in the period 2021 - 2030" project.
Regarding the field of housing management and the real estate market, the Ministry of Construction informed that, in implementing the Plan to draft the amended Law on Housing and the amended Law on Real Estate Business, the Ministry of Construction has submitted the drafts to the Ministry of Justice for appraisal and is currently finalizing the policy documents for these two laws to submit to the Government.
Simultaneously, the Ministry of Construction also submitted and the Government issued Decree No. 136/2026/ND-CP amending Decree No. 100/2024/ND-CP on the development and management of social housing, which includes many adjustments aimed at removing difficulties, simplifying procedures, and expanding income requirements for beneficiaries of social housing.
The Ministry of Construction is currently finalizing the draft National Technical Standard on safety for apartment buildings (existing and newly constructed) with electric tram stations/poles, based on feedback from the Standing Committee of the Party Committee of the Ministry of Construction, before submitting it to the Minister for promulgation.
Continuing to promote the implementation of the Project "Investing in the construction of at least 1 million social housing units for low-income earners and industrial zone workers in the period 2021-2030", the Ministry of Construction has established a working group to inspect, supervise, and work directly with 10 localities to resolve difficulties and accelerate the implementation of the project.
At the same time, the Ministry of Construction also finalized the Regulations and organizational and operational mechanisms of the Central Housing Fund (which has been submitted to the Standing Committee of the Ministry's Party Committee for comments); completed the database on housing and the real estate market, including piloting the assignment of identification codes for housing and real estate...
