The Ministry of Agriculture and Environment has just issued Decision No. 1846/QD-BNNMT announcing the administrative procedures that have been abolished in the field of land within the scope of the Ministry's state management functions.

According to the Decision, the abolition is implemented on the basis of Government Resolution No. 66.19/2026/NQ-CP on reducing, decentralizing, simplifying administrative procedures and reducing and simplifying business conditions under the management of the Ministry of Agriculture and Environment.
The list of abolished procedures includes the "Providing land information and data" procedure at the central and provincial levels. Previously, this procedure was carried out at the Ministry of Agriculture and Environment, the Land Registration Office or its branches, and the People's Committees at the commune level.
According to Resolution No. 66.19/2026/NQ-CP, the decision to discontinue administrative procedures for providing land information and data as stipulated in the 2024 Land Law and its implementing decrees aims to transform the data access method towards greater convenience and reduce intermediaries.
The provision of land information and data will be carried out in accordance with the Law on Access to Information and Circular No. 56/2024/TT-BTC on the rates, collection, payment, management and use of fees for exploiting and using land documents from the National Land Information System.
Notably, according to the Resolution, this reduction and simplification of administrative procedures is implemented on the principle of maximizing convenience for citizens and businesses; building a healthy and fair business environment, promoting innovation, while increasing the proactive role of local governments and enhancing the effectiveness of state management.
In addition, the Resolution also emphasizes the need to continue comprehensively reforming the one-stop shop and integrated one-stop shop mechanisms towards openness, transparency, and optimization of administrative procedure processing; promoting the implementation of procedures regardless of administrative boundaries, and improving labor productivity and administrative management efficiency.
The streamlining of procedures is also linked to post-audit mechanisms, strengthening inspection, supervision, and handling of violations by competent agencies and individuals to ensure that the decentralization process goes hand in hand with managerial responsibility.
The decision takes effect from May 18, 2026, and simultaneously repeals some previously published provisions in Decision No. 2304/QD-BNNMT issued in 2025.
