On the morning of May 27th, at the meeting hall of the Yen The Commune People's Committee, the Provincial Steering Committee for land surveying, cadastral mapping, and land database completion conducted an inspection in the communes of Yen The, Tam Tien, Xuan Luong, Bo Ha, and Dong Ky. Mr. Phi Thanh Binh, Deputy Director of the Department of Agriculture and Environment and Deputy Head of the Provincial Steering Committee, chaired the meeting.

Through on-site inspections, localities have proactively taken action from an early stage, developing specific implementation plans tailored to their practical conditions. Simultaneously, they have established working groups, clearly assigning responsibilities to specific individuals. Based on this, they have gradually organized the review, collection, standardization, and updating of land data according to regulations, ensuring consistency and uniformity.
Public awareness campaigns and mobilization efforts have also been intensified through various forms, thereby raising awareness and creating consensus in providing relevant information such as citizen identification cards and land use right certificates. As a result, the process of supplementing and completing data has gradually improved.

However, the progress of cleaning up land data in communes is still slow compared to requirements, giving rise to many difficulties and obstacles: In many cases, land parcels have addresses in the locality but the users reside elsewhere, making it difficult to contact them and collect information; some land certificates have not been reissued according to the official cadastral map, causing difficulties in the process of cross-checking and updating data; the workload is large while the number of specialized staff is limited.
Comrade Than Thi Gam, Vice Chairman of the People's Committee of Tam Tien commune, said: "In the commune, there are still obstacles in processing data from old surveying projects that have not yet been accepted; many areas of land donated for public works have not been updated on the land certificates. In addition, land disputes, changes in land plots that have not been updated, and land certificates being mortgaged at credit institutions... also significantly affect the progress of implementation."

Local authorities requested the Provincial People's Committee to pay attention to and promptly allocate funds to localities for the work of surveying, mapping, preparing cadastral records, and completing the land database in the communes; and to direct relevant agencies to advise on guiding documents for the payment of expenses to members of the Steering Committee, support team, and working group to complete the progress according to the plan.
The Department of Agriculture and Environment has issued guidelines and forms for land registration for plots of land that have not yet been granted land use rights certificates; and updated data for the area of forest land returned to the locality for which no allocation plan has been developed.
Concluding the meeting, Comrade Phi Thanh Binh acknowledged the involvement of the localities; and also shared his understanding of the workload that the communes are currently undertaking.

However, the task of cleaning up, enriching, and perfecting the land database is a crucial one that must be completed this year with specific timelines. Therefore, the comrade requested that localities focus intensely and proactively address difficulties to accelerate progress.
First and foremost, urgently review and classify each group; focus on enriching, cleaning, completing, matching, and supplementing information for land parcels whose databases have been established but do not yet meet the criteria. At the same time, review the entire list provided by the Land Registration Office, update all missing information fields, ensuring accuracy and consistency, and avoid spreading resources too thinly.
The Yen The inter-communal branch of the Land Registration Office needs to enhance its responsibility in guiding and supporting local units with technical assistance to contribute to achieving the land database construction goals as planned. The comrade instructed the specialized departments of the Provincial Department and the Provincial Land Registration Office to strengthen communication, provide timely guidance, and resolve difficulties for local units.
