Constantly developing and maturing in all aspects
The Vietnam Lawyers Association was established on April 4, 1955 (according to Decree No. 130/NV/DC/ND dated April 4, 1955 of the Ministry of the Interior ). Over the past 68 years, under the leadership of the Party and the attention of the State, generations of Vietnamese lawyers have constantly strived, trained and matured along with the development of the country and the Vietnamese people.
With the motto of Solidarity, Democracy, Creativity, Development, all levels of the Association and members of the Vietnam Lawyers Association have actively, enthusiastically and wholeheartedly participated in the Association's activities, contributing much effort and intelligence to successfully complete assigned tasks, building the Vietnam Lawyers Association increasingly strong, becoming a political - social - professional organization, making worthy contributions to the cause of building and protecting the Socialist Republic of Vietnam.
Looking back on the 68-year journey of establishment and development of the Vietnam Lawyers Association, the Associations at all levels and members of the Vietnam Lawyers Association today are proud of the history of formation, construction and development of the Association, proud of the Association's fine traditions with historical milestones, achievements and worthy contributions of generations of lawyers to the cause of building and developing the country, proud of the recognition and trust of the Party, State and society for the Association and strive to preserve that pride for future generations of lawyers, continuing to embellish the tradition of the Vietnam Lawyers Association.
Since its establishment (April 4, 1955), from only 40 members, the Association now has more than 74,000 members. The Association's members include veteran lawyers with valuable professional and practical experience; young, ambitious lawyers who have worked and are working in state agencies in the legislative, executive and judicial branches, operating in all fields of politics, economics , society, national defense and security.
The number of members of the Bar Association is increasing.
During the development stages, the Association at all levels and members of the Vietnam Lawyers Association have always strived to fulfill their assigned tasks. Many members of the Association have been assigned important positions in high-ranking agencies of the Party and State; the Association's activities have become increasingly rich, diverse, of increasing quality and efficiency, recognized by the Party and State leaders and respected by international friends.
Since its establishment, the Vietnam Lawyers Association has undergone 13 National Congresses and has continuously developed and matured in all aspects. At a number of Congresses, the Association's Charter has been amended and supplemented to suit the political, economic and social conditions of the country and the nature and characteristics of the Association. In each period, although the methods of organization and operation of the Association have been different, the Association's goals and principles have still been ensured.
The period from 2014 to present is the period of promoting comprehensive innovation, promoting the spirit of initiative, creativity, and focusing on the grassroots, building and developing the Vietnam Lawyers Association increasingly stronger, building a team of Vietnamese lawyers who are good at professional expertise, steadfast in political ideology, dedicated to the profession, for the people, for justice, improving the quality and effectiveness of the activities of the Vietnam Lawyers Association in the new period, contributing worthily to the cause of promoting democracy, building a socialist rule-of-law state of Vietnam, protecting human rights, rights and legitimate interests of citizens, developing a market economy and international integration.
Accordingly, on the basis of closely following the leadership and direction of the Party and Government as expressed in Directive No. 56-CT/TW dated August 18, 2000 of the Politburo, Conclusion No. 19-KL/TW dated May 23, 2012 of the Secretariat, and Conclusion Notice No. 50-TB/TW dated July 17, 2018 of the Secretariat; Directive No. 08/CT-TTg dated May 24, 2013, Directive No. 21/CT-TTg dated August 30, 2019 of the Prime Minister, the direction of Comrade Truong Tan Sang, Politburo member, President of the Socialist Republic of Vietnam during the visit and working session with the Party Delegation, Standing Committee of the Vietnam Lawyers Association on August 14, 2015 and Comrade Tran Dai Quang, Politburo member, President of the Socialist Republic of Vietnam during the visit and working session with the Party Delegation, Standing Committee of the Vietnam Lawyers Association on January 19, 2018, all levels of the association and its members have united and strived to successfully implement the Resolution of the 12th National Congress of Delegates of the Vietnam Lawyers Association.
Dr. Nguyen Van Quyen is currently Secretary of the Party Committee and President of the Vietnam Lawyers Association.
In particular, the work of participating in policy and law making of the Central Association and local Associations is regularly, extensively, qualitatively and effectively implemented.
The Association successfully presided over the drafting of the Law on Referendum; effectively participated in the Drafting Committee and Editorial Team of draft laws, ordinances, and other legal documents; organized research, seminars, and discussions to contribute opinions to draft legal documents.
Legal consultancy, legal aid, complaint settlement consultancy and mediation at the grassroots level continue to be proactively and effectively implemented by all levels of the Association. Legal consultancy centres continue to be consolidated, improved and newly established.
To date, the Association has established 81 legal consultancy and legal aid centers and maintained regular operations, including 10 legal consultancy centers under the Central Association and 71 centers under the Bar Associations of provinces and cities. The staff working in legal consultancy and legal aid has been strengthened, and training in professional knowledge, skills and legal consultancy and legal aid has been focused on. The majority of staff working at the centers have attended training courses on knowledge and skills in legal consultancy and legal aid.
Dissemination and education of law , after the 12th Congress (September 2014) up to now, the dissemination and education of law of the Association continues to be promoted, the scope of activities is expanded, the content and form are increasingly rich, diverse, the quality and efficiency are improved, contributing to the timely dissemination of the viewpoints, guidelines and policies of the Party, the laws of the State, improving the understanding of the law, the awareness of respect and compliance with the law of organizations and individuals in society...

Regarding foreign affairs and international cooperation , in the period from 2014 to present, under the direction of the Party Central Committee Secretariat, the attention and guidance of the Central External Relations Commission and the coordination and assistance of relevant agencies, the Vietnam Lawyers Association has promoted its position as a prestigious political - social - professional organization in the international legal community to carry out many activities towards the goal of fighting to protect national interests, especially protecting Vietnam's sovereignty over seas and islands.
As a member of the International Association of Democratic Lawyers (IADL) and the Conference of Lawyers for Asia and the Pacific (COLAP), the Association has lobbied and persuaded these two organizations to promptly issue statements at necessary times to support Vietnam's stance on the East Sea issue...
Strongly promote the role and position of the Association
On July 1, 2022, the Politburo issued Directive No. 14-CT/TW on continuing to strengthen the Party's leadership over the Vietnam Lawyers Association in the new situation. Directive No. 14 of the Politburo affirms that the Vietnam Lawyers Association is a political - social - professional organization.
The issuance of Directive No. 14 by the Politburo is of great significance, not only for the Vietnam Lawyers' Association and the legal profession, but also for party committees at all levels and for the whole society in strongly promoting the role and position of the Lawyers' Association and socialist democracy and the people's mastery.
At the same time, continue to build and perfect the Vietnamese socialist rule-of-law state in the new situation set forth in the Resolution of the 13th National Party Congress.
Implementing Directive No. 14 of the Politburo, on October 12, 2022, the Vietnam Lawyers Association held a National Conference to disseminate and thoroughly understand the contents of the Directive to all levels of the association and its members. Comrade Phan Dinh Trac, Politburo member, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission, on behalf of the Politburo and the Secretariat, attended and gave directions at the conference.
Along with that, the Party Delegation of the Vietnam Lawyers Association and the Party Delegations and Party Executive Committees of many ministries, branches and organizations at the Central level; and the Provincial and Municipal Party Committees have issued Plans to implement this Directive.
The Vietnam Lawyers Association held a National Conference to disseminate and thoroughly understand the contents of Directive 14 to all levels of the association and its members.
It can be said that 2023 is the "pivotal" year for implementing the Resolution of the 13th National Congress of the Party and the year for all levels of the Association to promote emulation movements, striving to excellently complete the targets and tasks set out in the Resolution of the 13th National Congress of the Vietnam Lawyers Association, term 2019 - 2024.
Promoting the spirit of solidarity, proactiveness, creativity, and grassroots orientation, continuing to innovate, improve the quality and efficiency of operations, building a comprehensive and strong organizational system of the Vietnam Lawyers Association, developing a team of Vietnamese lawyers who are good at professional expertise, steadfast in political ideology, dedicated to the profession, for the people, for justice, promoting the role of a political - social - professional organization striving to fulfill all assigned tasks, contributing worthily to the cause of building and defending the Fatherland, promoting democracy, building a socialist rule-of-law State of Vietnam, protecting human rights, rights and legitimate interests of citizens, developing a market economy and international integration.
To achieve the above goals, in the coming time, the Vietnam Bar Association will strive to perform the following main tasks:
Raising awareness of all levels of the Association and its members about the nature, position, role, functions and tasks of the Vietnam Lawyers Association. Continuing to thoroughly grasp and effectively implement the viewpoints, orientations and contents of Directive No. 56; Conclusion No. 19; Notice No. 50-TB/TW dated July 17, 2018 of the Secretariat on the 5-year review of the implementation of Conclusion No. 19; Directive No. 21 of the Prime Minister on strengthening the implementation of solutions to support and promote the role of the Vietnam Lawyers Association in the new period;
Implement Directive No. 14 of the Politburo on continuing to strengthen the Party's leadership over the Vietnam Lawyers Association in the new period. Develop programs and plans for each level of the Association to thoroughly grasp and organize the implementation of tasks according to Directive No. 14.
Along with that, develop a Plan and implement Resolution No. 27 of the 6th Conference of the 13th Party Central Committee on continuing to build and perfect the socialist rule-of-law State of Vietnam in the new period.
Strengthening the organization, staff and membership. Continuing to consolidate and develop the Vietnam Lawyers Association system into a strong and unified political-social-professional organization; strengthening the training of professional expertise and skills of the Association, improving the qualifications, responsibilities and professional ethics of the Association's staff and members.
Proactively and comprehensively deploy all aspects of activities, successfully complete assigned tasks according to the functions and tasks of the Association, and at the same time organize and successfully carry out extraordinary tasks assigned by the Party, the State, local Party committees and authorities; focus on expanding and better performing key tasks and the Association has strengths such as: Participating in policy and law making; propagating, disseminating and educating the law; providing legal advice and legal aid, consulting on complaint settlement; participating in supervising law enforcement, fighting against law violations; participating in judicial reform, administrative reform; fighting to protect national sovereignty, protecting human rights, rights and legitimate interests of citizens. Promote the implementation of the socialization policy, successfully completing the Project "Socialization of legal dissemination, education and legal aid".
Innovate the content, methods of organization and operation, improve the quality and effectiveness of the activities of the Association at all levels. Continue to effectively implement the policy of focusing on the grassroots, strengthen the relationship between the Central Association and the provincial and municipal Associations and the branches and units under the Central Association in coordinating the organization of common activities to attract and concentrate the intelligence of the team of lawyers nationwide on important issues. Effectively implement the information and reporting regime, promptly report to the Party Committee and the government on the work situation of the Association and propose initiatives, projects and tasks to seek opinions from leaders, direct and assign tasks to the Lawyers Association at all levels to implement.
Strengthen the coordination relationship between the Party Delegation, the Central Standing Committee of the Association with the Party Delegations, the Party Executive Committees of ministries, departments, branches, with the Party Committees and authorities of provinces and centrally-run cities to unify the direction of the work of the Lawyers Association and create favorable conditions for the Lawyers Association at all levels to operate.
Promote the role of the Vietnam Lawyers Association as a member of the Vietnam Fatherland Front, the Vietnam Union of Science and Technology Associations (VUSTA), and expand and strengthen relations with socio-political organizations, socio-professional organizations, strengthen coordination in scientific research activities, supervision, social criticism and implement the Party and State's policy of socialization in the legal field. Effectively implement programs signed with relevant ministries, branches and organizations.
Continue to maintain, consolidate, develop and deepen the relationship between the Vietnam Bar Association and the International Association of Democratic Lawyers (IADL), the Confederation of Lawyers for Asia and the Pacific (COLAP), the Association of Lawyers of ASEAN Countries (ALA), the Bar Associations of other countries and other international organizations with which the Association has relationships; proactively expand relationships with progressive organizations and individual lawyers in the world, encourage Vietnamese lawyers residing abroad to participate in national construction activities...
With great contributions to the country's revolutionary cause, the Vietnam Lawyers Association was honored to be awarded the First Class Independence Medal by the Party and State on the occasion of the 40th anniversary of its founding, the Ho Chi Minh Medal on the occasion of the 50th anniversary of its founding and many other noble awards .
