Welcoming the 1st Congress of Khanh Hoa Provincial Party Committee, term 2025 - 2030: Firmly entering the decade of double-digit growth

Over the past term, the economic growth rate of Khanh Hoa province has always been among the localities with high growth rates compared to the whole country. Khanh Hoa is entering a new phase with the desire to make a breakthrough. Towards the 1st Provincial Party Congress, term 2025 - 2030, the Provincial Party Committee issued Resolution No. 01 on double-digit economic growth in the period 2025 - 2030 with the goal of soon turning Khanh Hoa into a centrally-run city by 2030.

Four strategic pillars

Resolution No. 01 not only sets out a simple economic target, but also demonstrates the leadership, strategic vision and will to rise of the entire Party Committee and People in the province to turn Khanh Hoa into a new growth pole of the South Central and Central Highlands regions. This decision was formed on the foundation of a decade of innovation according to Resolution No. 05-NQ/TW of the 12th Party Central Committee on a number of major policies and guidelines to continue to innovate the growth model, improve growth quality, labor productivity, and economic competitiveness. A decade of double-digit economic growth affirms a sustainable development path, closely linked to the happiness and prosperity of the people. To make that aspiration a reality requires the drastic and synchronous participation of the entire political system.

Energy has been identified as a key pillar for growth.

To realize the aspiration of double-digit growth, the province is clearly aware of the leading role of the four strategic development pillars identified in Resolution No. 01, including: Industry, energy, services - tourism, urban - construction. These are the areas where the province has strengths and great potential to create strong "pushes", bringing Khanh Hoa's economy to breakthrough growth.

Comrade Trinh Minh Hoang - Vice Chairman of the Provincial People's Committee affirmed: "Industry and energy are identified as the main pillars to create strong "pushes" for growth. Therefore, the province is making efforts to attract strategic investors, especially investment in high-tech, environmentally friendly projects to develop Van Phong Economic Zone in a systematic and sustainable manner. With the advantage of deep-water seaports and strategic location, Van Phong has the potential to become a leading maritime economic center and international seaport in the region. Along with that, large projects on industry and renewable energy, such as wind power and solar power in the southern region of the province are also the main driving force to create added value, contributing significantly to GRDP. In particular, nuclear power projects are national key projects, strategic for the country's energy source. From now until the end of the year, the province will make efforts in site clearance so that the projects can be implemented soon".

Along with the industrial and energy pillars, tourism has long been a key economic sector of Khanh Hoa, but to achieve the target of double-digit growth, the tourism industry must aim to improve quality and create a difference. The province is orienting tourism development towards high-end, sustainable, diversifying products and services to attract tourists with high spending capacity. According to comrade Nguyen Long Bien - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, diversifying revenue sources and focusing on key economic sectors has brought about clear results. The province is aiming to attract investment from businesses to build high-end service chains, from resort tourism, medical tourism, MICE tourism (conferences, seminars) to discovery tourism, eco-tourism... This not only helps increase revenue but also enhances the unique brand of Khanh Hoa tourism.

The fourth pillar in Khanh Hoa’s growth strategy is urban development and construction. The province is focusing on building and developing modern, smart urban areas, closely linked to economic zones, industrial parks and tourist centers. This is a key factor to attract investment, create a high-quality living and working environment, and meet the needs of experts and high-quality workers. Mr. Tran Hoa Nam - Vice Chairman of the Provincial People's Committee said: "Building smart cities is not only about applying technology to management but also creating a comfortable, safe and sustainable living environment for people. The province is focusing on planning and developing new urban areas in Nha Trang, Cam Lam, Van Phong... in the direction of green, clean, beautiful, with full public utilities and synchronous social infrastructure. Key traffic infrastructure projects such as: Coastal roads, expressways... create momentum to expand urban development space, connecting key economic zones of the province".

Reform to break through

To contribute to achieving the double-digit growth target, provincial leaders recognize the need for a revolution in administrative reform and digital transformation. This is the key to improving competitiveness and creating maximum convenience for people and businesses. The province has been actively implementing Project 06 (Project on developing population data applications, electronic identification and authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030) along with building digital government, digital economy and digital society; implementing many strong administrative reform solutions, creating the most favorable conditions for people and businesses.

The province also pays special attention to improving the quality of human resources, considering this a key factor for sustainable development. Vice Chairman of the Provincial People's Committee Tran Hoa Nam said: "In recent times, the province has promoted training, fostering and attracting talents, especially in the fields of high technology and high-quality tourism. The goal is to build a team of professional, capable, ethical and modern working style officials and civil servants."

Along with that, promoting the development of new economic models, applying science and technology, especially in agriculture and tourism, is focused. Mr. Chau Ngo Anh Nhan - Director of the Department of Finance said: "The application of technology in production and business will help increase productivity, reduce costs, and enhance product competitiveness. We will have policies to support and encourage businesses to invest in new technology and digital transformation to create new values ​​for the province's economy".

With synchronous solutions and high determination from leaders at all levels, along with the consensus of the people and the business community, Khanh Hoa is confident in moving towards the target of double-digit growth in 2026 and the following years. This is an affirmation of a dynamic, creative Khanh Hoa, ready to break through to reach new heights, towards a future of sustainable development and prosperity.

Speaking at the 2025 meeting with businesses and investors, comrade NGHIEM XUAN THANH - Member of the Party Central Committee, Secretary of the Provincial Party Committee affirmed: The administrative reform must be substantial, not formal. Each cadre and civil servant must change their mindset, from "doing" to "serving", from "managing" to "accompanying" the people and businesses. The province will strengthen discipline and order in disbursing public investment capital associated with the year-end review and assessment work of heads of agencies and units. Those who do well will be rewarded, those who do not do well and hinder development will be strictly handled.
