This event is part of a series of activities to celebrate the 21st anniversary of the establishment of the Ministry of Natural Resources and Environment (August 5, 2002 - August 5, 2023) hosted by the Department of Natural Resources and Environment of Ninh Thuan province (Head of Emulation Cluster No. V).
At the workshop, the Department of Natural Resources and Environment of the provinces shared the achieved results as well as the difficulties, obstacles and shortcomings in performing tasks in the field of natural resources and environment in the localities.
In recent times, the Department of Natural Resources and Environment of the Central provinces has focused on directing the implementation of the task of comprehensive management of environmental resources. Localities have paid attention to improving the quality of appraisal of land records, water and mineral resource licensing records, appraisal of environmental impact assessment reports, etc. Proactively inspecting and examining implementation with focus and key points has gradually raised awareness of compliance with environmental resources laws of people, businesses, and investors.
The Department of Natural Resources and Environment of the provinces also focuses on improving the quality of land management, directing and guiding the settlement of procedures for land recovery, land allocation, land lease, and land use purpose conversion in accordance with the planning and land use plans of the localities.
However, the implementation of policies and laws on natural resources in localities still faces some difficulties and obstacles. In the field of land, there are difficulties in assessing conditions for land allocation, land lease, and permission to change land use purposes; implementing procedures for changing land use purposes in a unified and synchronous manner with the procedures for changing forest use purposes to other purposes; handling of land use right certificates issued in violation of regulations; regulations on making a list of land recovery projects, etc.
In the field of minerals, the implementation of the 2010 Mineral Law and the Decree guiding its implementation still has some difficulties. Specifically, the process and procedures for licensing minerals for construction materials are still cumbersome, many steps are similar to the process for licensing rare minerals which is not appropriate, and there are even some unnecessary procedures such as: Location agreement, Investment certificate issuance..., difficulties in land agreement in mineral exploitation according to the 2013 Land Law. In addition, there are still difficulties in the use of water resources; enterprises have not strictly complied with the provisions of the law on minerals after granting licenses; the auction of mineral exploitation rights...
In the environmental field, some provinces face difficulties in the collection, transportation, and treatment of garbage and waste; collecting funds for environmental improvement and restoration...
Through the Workshop, the provinces shared initiatives and experiences in state management of natural resources and environment, updated new legal regulations on environmental management and protection. Thereby, contributing to raising awareness, skills and expertise for the staff working in state management of environment in the provinces of emulation cluster No. V.
