Previously, on December 30, 2025, the Prime Minister also signed and issued Official Dispatch No. 246/CĐ-TTg on accelerating the implementation of the "Quang Trung Campaign" to rapidly rebuild and repair houses for households damaged by natural disasters, storms, and floods in the Central region, "with the goal that all households affected by natural disasters will soon have stable housing, a place to worship their ancestors, settle down and prosper, and celebrate the New Year 2026 and the Lunar New Year of the Horse."
And just two days later, on January 1, 2026, the Prime Minister signed Official Dispatch No. 01/CĐ-TTg addressed to the Secretaries and Chairmen of the People's Committees of the provinces and cities of Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong; the Ministers of National Defense, Public Security, Agriculture and Environment; and the Chairman of the Central Committee of the Vietnam Fatherland Front to "push" the Quang Trung Campaign to achieve the set target.
The Prime Minister requested that the Secretaries of Provincial and City Party Committees and the Chairmen of the People's Committees of provinces and cities directly lead, direct, and mobilize the maximum necessary resources and forces to implement the "3 shifts, 4 teams" approach, "working day and night, working on holidays," and "working throughout Tet" to resolutely complete the reconstruction of houses destroyed, collapsed, or swept away by floods for the people before January 15, 2026, and be responsible to the Prime Minister for the progress and quality of the projects. In case of difficulties or obstacles beyond the authority and capacity of the locality, the Chairmen of the People's Committees of provinces and cities must immediately report to the Prime Minister and the Ministers of National Defense, Public Security, Agriculture and Environment, Finance, and the Chairman of the Central Committee of the Vietnam Fatherland Front no later than January 3, 2026, clearly stating what support is needed, the quantity, and the addresses needing support…
We witnessed in 2025, due to the impact of storms and floods, many central provinces from Quang Tri to Lam Dong suffered heavy damage: 1,597 houses were destroyed or swept away and had to be rebuilt, and 34,759 houses were damaged and needed repair. In response to this situation, the Prime Minister launched the "Quang Trung Campaign." This was a "campaign" without gunfire, implemented during peacetime, as a command from the heart, a total, swift, and comprehensive effort, spreading the spirit of responsibility and profound humanity of the Party and State towards the people, and the solidarity of compatriots sharing responsibility in times of hardship.
To carry out the Rapid Campaign, the unwavering readiness of the military, police, local officials, and volunteer youth, working day and night to build and repair houses for the people, further enhances the beauty of the national spirit, the bond between the military and the people, and the fraternal love of our nation.
Time is running out until January 15, 2026. Therefore, to ensure the campaign finishes on schedule, it requires great determination and close supervision from the Provincial and City Party Secretaries and the Chairmen of the People's Committees of the provinces and cities implementing the campaign. This also requires the efforts of the forces directly involved in building and repairing houses for the people.
"Absolutely no delays in the implementation of the Campaign are allowed for any reason," the Prime Minister's demand is clear. Now is the time for us to concentrate our efforts and forces to resolutely carry it out. This is a special Campaign with profound humanitarian significance. Besides ensuring timely completion, a strict inspection and supervision mechanism by competent authorities is essential to guarantee the quality of the construction and prevent errors, losses, corruption, and waste. Only then will the houses built as part of the "Quang Trung Campaign" always be warm and full of compassion, providing motivation for flood-affected people to improve their lives. This will increase people's trust in the Party's policies and the State's policies, ensuring that no one is left behind, regardless of the circumstances.
