Chieng Mai commune has set a target of achieving an average per capita income of 68.5 million VND/person/year by 2030 and eliminating poverty according to the multidimensional poverty standard. To achieve this goal, Chieng Mai commune is focusing on implementing a comprehensive set of policies and support activities to promote socio-economic development and improve the lives of its people.

Officials from Chiềng Mai commune visited a family that received support to replace their temporary house.

In Chieng Mai, caring for policy beneficiaries and vulnerable groups is the responsibility of the entire political system and the community. According to Mr. Doan Quang Dung, Vice Chairman of the People's Committee of Chieng Mai commune, the commune conducts annual surveys and assessments of the current situation and causes of poverty and near-poverty rates. It mobilizes and integrates capital from programs and projects to support production development, housing, healthcare, and education. It directs specialized departments to promptly and fully address policies and benefits for poor and near-poor households, people with meritorious service, and social welfare recipients. It calls for social contributions from units, businesses, and individuals to visit, give gifts, and support the elimination of temporary housing. At the same time, it strengthens inspection and supervision of the implementation of social assistance policies and programs, contributing to ensuring social security.

Upholding the tradition of "mutual support and solidarity," ensuring no one is left behind, the Fatherland Front Committee and socio-political organizations have carried out many specific activities to support poor households and social welfare beneficiaries. They have promoted emulation movements such as: "Farmers competing in excellent production and business, uniting to help each other get rich and sustainably reduce poverty," and "Building families with 5 no's and 3 clean's," attracting a large number of members to participate. They have facilitated access to preferential credit loans for members; and built savings models to help members in difficult circumstances develop their economy . As a result, many households have risen out of poverty and achieved a more prosperous life; by 2025, the poverty rate is expected to decrease to over 10%, and the average per capita income of the commune will reach 40 million VND.

Along with supporting economic development, Chieng Mai also pays attention to implementing policies and regulations for war veterans and social welfare beneficiaries. Currently, the commune manages 62 war veterans and 687 social welfare beneficiaries. From the beginning of the year until now, the commune has received 282 applications for benefits related to war veterans. It has paid preferential allowances to 62 war veterans and their relatives, provided orthopedic equipment to 10 people, and paid funeral expenses to 15 people, totaling over 1.5 billion VND. It has also visited and presented 1,952 gifts to war veterans, their relatives, people with disabilities, and poor families during the Lunar New Year, with a total cost of over 665 million VND. In addition, the commune organized the inauguration and handover of 13 solidarity houses to 13 poor households, costing 780 million VND.

With the attention of the Party Committee, the government, and the joint efforts of units and philanthropists, joy is being brought to war veterans and social welfare beneficiaries, creating motivation for many poor households to rise up and stabilize their lives. As a poor household, Ms. Hoang Thi Toan's family in Pung village did not have the means to renovate their house. At the beginning of 2026, Ms. Toan's family received 60 million VND from the Ministry of Public Security to replace their temporary house. After more than two months of construction, the house, approximately 70 m² in size, was completed and put into use, with a total cost of 150 million VND. Ms. Toan happily said: "Besides the money from the unit's sponsorship, family members contributed additional funds, and villagers helped with labor for leveling the ground and transporting materials. I am very happy to be living in a spacious house." The family was also given the opportunity to borrow 30 million VND from the Social Policy Bank to invest in intensive cultivation of over 3,000 m² of coffee plants. Now that they have stable housing, families can focus on economic development.

Meanwhile, war invalid and sick soldier Dang Dinh Thi from Mai Khoang village shared: "In 1972, I enlisted and fought in the Laotian battlefield. In 1976, I was wounded and discharged, returning to my hometown. Currently, in addition to the nearly 6 million VND/month allowance, my family is regularly visited and given gifts by the local Party committee and government during holidays and Tet (Lunar New Year). Upholding the tradition of Uncle Ho's soldiers, I always encourage my children and grandchildren to abide by the Party's guidelines and the State's policies and laws; actively develop the economy and participate in local activities."

Through numerous practical activities and the collective efforts of the entire community, social welfare work in Chiang Mai continues to spread the spirit of solidarity and humanity, contributing to improving people's lives and building a more developed locality.
