
According to Resolution 263 issued on August 29, the cash gift applies to Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but who have been granted an identity card, reside in Vietnam and have a personal identification number in the National Population Database as of August 30.
Payments are made to permanent households. The amount for each household is calculated per person based on national data. The head of the household or an authorized member receives the payment and transfers it to other members. For citizens who are not registered as permanent residents, the gift is given directly to each person or authorized person.
People can receive money through their social security accounts integrated on VNeID, or directly at payment points organized by the locality. Payments will be made on August 31 and September 1; in objective cases, they can receive later, but no later than September 15.
The Government will add 10,700 billion VND from the central budget expenditure estimate for 2025 to implement this policy. Localities that do not use up all of it must return it to the central government. If there is a shortage, they will temporarily advance the local budget or other legal sources and report to the Ministry of Finance for supplementation.
The Ministry of Public Security was assigned to extract the list of citizens in the National Database at 24:00 on August 30, detailed down to each province, city, and commune to serve as the basis for payment. The Ministry also guided people to integrate their social security accounts, open bank accounts on VNeID, and support localities in the implementation process.
On the evening of August 28, Prime Minister Pham Minh Chinh said that the Politburo had agreed to the policy of giving gifts to all people, each person 100,000 VND on the occasion of the 80th anniversary of the August Revolution and National Day September 2.
As of August 28, there were 18 banks associated with VNeID to receive payments from social policies, including Agribank, VietinBank, BIDV, Vietcombank, LPBank, HDBank, MB, Sacombank, PVcomBank, TPBank, ShinhanBank, NCB, NamABank, Kienlongbank, BVBank, ACB, Vikki Bank and Co-opBank. People can also receive via VNPT's Mobile Money account. In the coming time, the number of associated banks is expected to be expanded.
