Government finalizes investment roadmap for Hanoi - Vinh high-speed railway, expected to be 281 km long

The Government will complete the pre-feasibility study report on the North-South high-speed railway project and submit it to the National Assembly for approval of the investment policy before 2025.

This is the content of Resolution No. 178/NQ-CP dated October 31, 2023 promulgating the Government's Action Program to implement Conclusion No. 49-KL/TW dated February 28, 2023 of the Politburo on the orientation for the development of Vietnam's railway transport to 2030, with a vision to 2045.

In particular, by 2030, we strive to start construction of the North-South high-speed railway project, with priority sections Hanoi - Vinh, Ho Chi Minh City - Nha Trang; by 2045, we will complete and put into operation the entire North-South high-speed railway route.

The Government will consult on experiences from several countries in the world that have been developing high-speed railways; establish a Steering Committee to build and implement the Project on investment policy for building high-speed railways on the North-South axis and important national railway projects to study and select investment options for building high-speed railways.

Based on the research and comments from the State Appraisal Council, the Government will complete the pre-feasibility study report on the North-South high-speed railway project and submit it to the National Assembly for approval of the investment policy before 2025.

In the list of key railway infrastructure projects specifying the Government's Action Program to implement Conclusion No. 49-KL/TW of the Politburo, in the national railway system, related to Nghe An, the high-speed railway section Hanoi - Vinh with an expected length of 281km and a gauge of 1,435mm is determined to have an investment roadmap until 2030.

In addition, the national railway system will also build railway branches connecting a number of seaports, including Cua Lo seaport with an investment roadmap until 2030 and after 2030.
