The government has just sent a written response to the Ministry of Industry and Trade and the Vietnam Electricity Group (EVN) agreeing to the import of wind power from the Truong Son wind power plant (Laos) to Vietnam.
Accordingly, Deputy Prime Minister Tran Hong Ha approved the Ministry of Industry and Trade's proposal to import wind power from Laos to Vietnam for the Truong Son wind power plant project, as well as the investment plan for the grid connection. The import and investment are in line with the Power Development Plan 8 and relevant regulations.
The Ministry of Industry and Trade and EVN, in accordance with their assigned functions and duties, should proactively and promptly guide and implement tasks related to the policy in accordance with the correct procedures and regulations.
The Deputy Prime Minister instructed the Ministry of Industry and Trade to direct EVN and relevant agencies to negotiate and sign power purchase agreements with investors, ensuring a solid and complete legal basis, economic efficiency (including price, costs, etc. of electricity purchase), technical criteria for power system security, and clearly defining the responsibilities of the relevant parties in accordance with the law.
Previously, the Ministry of Industry and Trade proposed to the Prime Minister the policy of importing electricity and the plan for connecting the Truong Son wind power plant from Laos to Vietnam, with a capacity of 250MW.
Simultaneously, the plan includes supplementing the 220kV double-circuit transmission line for the Truong Son - Do Luong wind power project, along with the necessary conductors and substations for connecting and receiving power from the Truong Son wind power project in order to sell electricity back to Vietnam.
To meet the schedule and operational timeline in Q4/2025, the investor of the Truong Son wind power project will invest in the entire grid connection project from the Truong Son wind power plant (within Vietnamese territory) using its own capital.
The Ministry of Industry and Trade believes that importing electricity from the Truong Son wind power plant to the northern region is necessary, contributing to supplementing the power source to strengthen the ability to ensure electricity supply and reduce the risk of electricity shortages in the North in 2025 and subsequent years.
Previously, the project investor had also submitted a proposal to sell electricity to EVN, with the ceiling price for importing electricity from Laos to Vietnam for wind power plants operating commercially before December 31, 2025, being 6.95 cents/kWh.
EVN assesses that importing electricity from Laos and generating wind power from this project will contribute to reducing electricity purchase costs and help ensure electricity supply for the North.
