Government approves project to bring electricity to Con Dao worth nearly 5,000 billion VND

Accordingly, the project investor is Vietnam Electricity Group (EVN). The project objective is to invest in the construction of a project to ensure stable and safe power supply for the power grid on Con Dao Island, in order to meet the development goals of Con Dao district, Ba Ria - Vung Tau province and contribute to ensuring national defense and security and ensuring national sovereignty over sea and islands.

This project will use public investment capital of group A, level II energy projects. Specifically, building a new 110 kV line, 1 circuit, from the 110 kV feeder compartment at the 220 kV Vinh Chau transformer station - Soc Trang province to the 110/22 kV Con Dao transformer station. Expanding 1 110 kV line compartment at the 220 kV Vinh Chau transformer station, Soc Trang province. Building a new 110/22 kV Con Dao transformer station using GIS technology, scale 2x63 MVA.

The project's investment capital is about 4,950 billion VND. Of which, the support capital from the central budget is about 2,526 billion VND and EVN's own capital is about 2,424 billion VND. The project's operating period is not less than 20 years. The project implementation location is in Vinh Chau town, Soc Trang province, Con Dao district, Ba Ria - Vung Tau province and the inland waters between Vinh Chau town and Con Dao district. The project implementation progress is from 2023 - 2026. The project investment form is public investment.

Deputy Prime Minister Tran Hong Ha requested Vietnam Electricity Group and relevant units to comply with the provisions of the Law on Environmental Protection and current legal documents. The People's Committees of Ba Ria - Vung Tau and Soc Trang provinces are responsible for fully implementing project site clearance procedures to meet the progress of project items, ensuring effective land use after site clearance, avoiding waste of resources. At the same time, organize supervision of EVN's project implementation to ensure progress and compliance with legal regulations, the Prime Minister's instructions and the opinions of relevant ministries and branches.

The Ministry of Industry and Trade is assigned to direct and guide EVN in reviewing and completing project documents as well as selecting conductor technology, accessory insulation... in the project feasibility study report preparation step, ensuring safety, maximizing the role and efficiency of project investment and being suitable for transmission purposes in the national power system.

According to EVN's report on the project to supply electricity to Con Dao, Con Dao district is currently supplied with electricity from the main source of An Hoi diesel plant and An Hoi extended diesel power plant, consisting of 9 units with a total installed capacity of 11,820 kW. Currently, due to limited electricity supply, in recent years, the district has only been able to meet the electricity demand for daily life and part of the electricity demand for services and tourism.

The forecast of electricity demand for the island district by 2025 is about 28.7 MW, increasing more than 3 times, to 87.6 MW by 2030 and reaching 94 MW by 2035. With this forecast, investing in power lines from the national grid for Con Dao district is very necessary to ensure a stable and long-term power supply, contributing to stabilizing and improving the lives of people, soldiers and coast guard on the island, developing tourism potential and industries of ship repair and fishing logistics.

According to EVN, the calculation results show that the project to supply electricity from the national grid to Con Dao district is economically feasible, financially feasible and meets the development goals of Con Dao. Also according to EVN, the electricity purchase price of this project is 1,593.2 VND/kWh, which is the average wholesale price between EVN and the Southern Power Corporation.

Regarding the electricity price, EVN said that when this island district is supplied with electricity from the national grid, the price will be unified with the entire national electricity system, calculated according to the weighted average price for related loads according to regulations of the Ministry of Industry and Trade, which is 2,429.6 VND/kWh.

With the proposed options and total investment scale, and capital balancing ability, EVN said the project is economically and financially feasible and meets the goals of providing stable grid power, developing the economy, tourism, and ensuring national defense and security, and sovereignty over seas and islands.

Con Dao consists of 16 large and small islands located in the middle of the sea, 185 km from Vung Tau City. The island district has a natural area of about 76 km2, a current population of 10,500 people, and is determined to have an important and strategic position in terms of socio-economics, national defense and security.

According to the plan, Con Dao is oriented to become a modern economic and tourist area of regional and international stature. It was previously forecasted that by 2020, it would welcome 180,000 visitors and by 2030, 300,000. However, by 2019, Con Dao had welcomed nearly 400,000 visitors.
