The First Deputy Prime Minister pointed out that in this term, the Government has made many innovations in its leadership and management; issued major policies and guidelines. In particular, the Government's thinking in law-making is completely different from its management and creation functions.

" Previously, the management function was heavier than the creation function, but now the law is a resource that needs to be unleashed, promoting its creation role, and strongly decentralizing power... ", First Deputy Prime Minister Nguyen Hoa Binh emphasized.

Another new way of thinking, according to Mr. Nguyen Hoa Binh, is to consider the private economy as the most important driving force of the economy.

" The limited resources of the State economy cannot bring double-digit growth. Meanwhile, abundant resources in the people and businesses can create breakthroughs in development, " said the First Deputy Prime Minister.

Assessing the private economy as a leader in innovation, application of science and technology, and digital transformation, the Government will assign the private economy to undertake important national tasks.

In fact, the Deputy Prime Minister pointed out that many large projects such as airports, ports, highways, etc. have been assigned to the private sector and in the future, larger projects requiring higher technology will be assigned to the private sector.

Regarding State management, the Deputy Prime Minister said the Government has shifted its mindset from administrative management to proactive creation, serving the people and businesses, listening to and accompanying businesses.

In attracting foreign investment, the Government leader stated that for a very long time, we needed capital, experience, and technology, but now we must improve the quality of foreign investment and the important requirement is technology transfer.

" If we continue to rely on foreign countries for processing, we will not be able to escape middle income ," the Deputy Prime Minister emphasized.

Referring to the issue of economic restructuring, the Deputy Prime Minister pointed out that in a volatile world with imposed tariffs, trade wars, and unusual conflicts, there must be an independent and self-reliant economy.

"Relying on one market is very dangerous for the economy, so we must reform the economic structure, increase resilience, integrate deeply and strongly, but must be independent, self-reliant and self-reliant, " said Permanent Deputy Prime Minister Nguyen Hoa Binh.

Regarding methods, Mr. Nguyen Hoa Binh emphasized changes in the way of doing things with a focused and key direction. Because of limited resources, sharing a little bit everywhere will "not produce anything of value".

As evidence for this story, the Deputy Prime Minister said that in the last term, localities proposed 12,000 projects but the Government decided to have only 5,000 projects, no more.

" And it is the focus on only those 5,000 projects that has created the recent success with the infrastructure system. In the next term, the Government will only focus on 3,000 projects ," said the Deputy Prime Minister.

Another new mindset of the Government mentioned by the Deputy Prime Minister is to promote decentralization and delegation of power, along with allocating resources to localities, local decisions, and local responsibility.

" While assigning responsibilities to localities, we must also allocate resources and promote local responsibility and creativity. Asking about the province's development orientation and then saying the province's orientation to Hanoi to request projects is not acceptable ," the Permanent Deputy Prime Minister said, emphasizing the need for localities to promote their dynamism.

Another method is to adapt flexibly, turning danger into opportunity. Deputy Prime Minister Nguyen Hoa Binh cited the imposition of tariffs, epidemics... forcing us to adapt, respond flexibly, and deal effectively.

" The government always faces difficulties and challenges, does not avoid them, dares to confront and solve problems that have existed for many years. When it is my turn, I have to deal with them, I cannot leave this matter to anyone else, " said the Deputy Prime Minister.

He cited that during many terms, we talked about 12 long-standing, shelved projects, many terms talked about zero-dollar banks, loss-making banks, bankrupt banks, negative capital... but in this term, we have to solve them, not avoid them.

" 12 years, 2 hospitals in the old Ha Nam, the press has spent a lot of ink. By November 30, it will be completed and the immediate project is the second facility of Bach Mai Hospital, the team is ready to welcome patients ", informed Deputy Prime Minister Nguyen Hoa Binh.

By not avoiding and resolving the issues of many terms, the Deputy Prime Minister said we have been able to unleash huge resources of hundreds of thousands of billions of VND to put into the economy. This is the spirit of daring to think, daring to do, daring to take responsibility of the Government.

Permanent Deputy Prime Minister Nguyen Hoa Binh also mentioned the style of saying and doing, clearly defining responsibilities, and getting results of the Government and Prime Minister.

" Storms and floods are when the Government leaders and Ministers come to the people. With key projects, Government members regularly follow up, urge, and remove difficulties. This is a very practical and grassroots approach ," Deputy Prime Minister Nguyen Hoa Binh emphasized.
