The core of connecting the value chain of seaports - industry - logistics
Standing at Phuoc An bridge, looking towards Thi Vai river, it is easy to see the shape of an "industrial - logistics city" gradually emerging in Tan Phuoc. Newly opened roads, modern industrial parks, a busy seaport system with cargo ships coming in and out... All are creating a vibrant economic picture, reflecting Ho Chi Minh City's aspiration to reach the regional level.
Tan Phuoc is considered a strategic "golden spot" when it is located next to Thi Vai River, directly connected to a series of key traffic routes: National Highway 51, Bien Hoa - Vung Tau Expressway, Road 991B, inter-port road, Phuoc An Bridge and Ho Chi Minh City Ring Road 4. This location helps Tan Phuoc become an important freight transit hub between the Southeast region with the whole country and the world .

Not only is it the gateway of Ho Chi Minh City to the East Sea, Tan Phuoc is also a “link” in the supply chain of the Cai Mep - Thi Vai deep-water port cluster - where more than 20 seaports are operating, belonging to the group with the highest port density in the Southern region. This is a solid foundation for the ward to develop economic sectors associated with seaports, logistics, processing industry, services and urban areas.
Notably, Cai Mep Ha Free Trade Zone (FTZ) - a project being researched and implemented according to the new generation FTZ model - is considered a "strategic card" to turn Tan Phuoc into a regional logistics center.
Different from the traditional FTZ model, Cai Mep Ha aims at a multi-sector integrated structure including “seaport - logistics - industry - service urban area - international airport”. This model opens a new direction for Vietnam’s maritime economy, helping to optimize geographical advantages and create a strong boost for trade, logistics services and import and export.
According to the development orientation of Ho Chi Minh City in the period of 2025 - 2030, with a vision to 2045, Tan Phuoc is identified as the central area in the maritime economic zone, petrochemical refining, international transit, and at the same time the nucleus in the free economic zone model linked with Can Gio.
This shows the city's strategic vision in effectively exploiting natural advantages, infrastructure and location to form a regional "urban - seaport - logistics - aviation chain".
Three modern industrial parks with synchronous infrastructure
According to Mr. Vo Van Dung, Chairman of the Inspection Committee of the Ho Chi Minh City Party Committee, the traffic and urban infrastructure of Tan Phuoc ward is being invested in synchronously and modernly, clearly changing the urban appearance and creating a foundation for economic breakthrough.
Currently, Tan Phuoc has three large industrial parks with modern infrastructure, the most prominent of which is Phu My 3 Specialized Industrial Park - a model industrial park, attracting dozens of FDI enterprises from Japan, Korea, the United States... With 13 seaports and 16 inland waterway ports in operation, this area is considered the "heart" of the Southern logistics chain.
In addition, the Cai Mep - Thi Vai deep-water port cluster continues to affirm its international position by achieving the fastest growth rate in the world and entering the top 30 ports with the largest container throughput globally in 2024. This achievement not only enhances Vietnam's maritime economic position but also affirms Tan Phuoc's central role on the international trade map.

In the development strategy for the next period, Tan Phuoc ward sets out 4 key breakthrough tasks, both closely following the orientation of Ho Chi Minh City and originating from local realities:
Firstly, effectively exploit the complex model of Cai Mep Ha Free Trade Zone, synchronously develop the structure of "seaport - logistics - industry - service urban area - international airport". This is considered the main growth driver, connecting with the Ho Chi Minh City International Financial Center to form a complete and closed value chain.
Second, develop a system of social housing and worker housing associated with industrial parks and new urban areas, ensuring green, convenient living conditions close to the workplace. This is an important step to build a civilized and sustainable residential community, attracting high-quality workers to work long-term.
Third, promote comprehensive digital transformation, apply technology and innovation in urban management, administrative services, logistics and industry. Digital transformation is not only a tool, but also the "key" to help Tan Phuoc get closer to the goal of becoming a smart city and a modern logistics center of the Southeast region.
Fourth, focus on improving the investment and business environment, simplifying administrative procedures, supporting businesses in accessing land, credit, human resources and technology. The ward aims to build a transparent investment environment, healthy competition, creating conditions for the private economy to develop strongly, contributing positively to overall growth.
Three breakthroughs - opening up sustainable development
To successfully carry out the above tasks, Tan Phuoc identifies 3 breakthroughs as "pillars" for the period 2025 - 2030:
Firstly, effectively deploy the tasks of developing Cai Mep Ha Free Trade Zone associated with seaports, ensuring the leading role in the key economic region of the South.
Second, promote the power of digital transformation in management, production, and public services; make technology the foundation for all activities, from administrative management to urban planning, education , and healthcare.
Third, build an open and dynamic investment environment, encourage creative startups, attract FDI capital flows and high-tech projects.

Tan Phuoc Ward needs to take full advantage of its advantages to develop deep-water seaports in the Cai Mep - Thi Vai area.
This is considered the "three strategic pillars" that help Tan Phuoc maximize its potential, while creating synergistic values between the state - enterprises - people.
Mr. Vo Van Dung emphasized that Tan Phuoc ward possesses outstanding comparative advantages that few localities have: It is located in the industrial - seaport - logistics center, and possesses a synchronous strategic infrastructure system, directly connected to Long Thanh international airport, Bien Hoa - Vung Tau expressway, road 991B, Phuoc An bridge, inter-port road and Ho Chi Minh City Ring Road 4.
From that position, Tan Phuoc is converging all the conditions to become a regional logistics and industrial center, an important international trade gateway of Ho Chi Minh City and the Southeast region.
“Tan Phuoc Ward is becoming a strategic convergence point on key economic corridors and important trade routes of the country and region. This is a golden opportunity for the locality to promote its strategic position, attract investment capital, technology, knowledge, and gradually realize the goal of becoming a smart city, a modern logistics center, associated with green and sustainable development,” Mr. Vo Van Dung affirmed.
