Promise to guide small businesses, not let "everyone wants to grow big"

On the afternoon of October 9, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting with representatives of businesses and outstanding entrepreneurs nationwide on the occasion of Vietnamese Entrepreneurs Day (October 13).

Speaking at the conference, Mr. Tran Dinh Long - Chairman of Hoa Phat Group - expressed his hope that Resolution 68 on private economic development would be implemented more quickly, creating favorable conditions for businesses. Business recommendations need to be considered and resolved more quickly, as well as having flexible response policies to protect domestic production.

With domestically produced products that meet demand, Mr. Long hopes that State investment projects and programs will give special priority to using domestic products, implementing the policy of "Vietnamese people giving priority to using Vietnamese products".

He hopes the Government will have more transparent ordering and bidding mechanisms and give priority to Vietnamese goods in these projects. He believes that this will further motivate the business community to develop more sustainably.

He also hopes that when businesses send petitions, the Government, ministries and branches will consider and resolve them more quickly, so as not to miss out on development opportunities. Because he believes that in today's fiercely competitive environment, time is a vital factor.

Similarly, Chairman of FPT Corporation Truong Gia Binh shared the thanks and promise of the business community to the Government, affirming that today's businessmen are fortunate to live and work in the period of innovation.

Mr. Binh affirmed that it is thanks to the innovation that businesses have the opportunity to develop as they do today. He promised the Government that large businesses will join hands to help small and medium-sized businesses so that the situation of "everyone doing their own thing" will no longer exist.

He also promised to master technology and asserted that a country cannot be rich if it only works for others and depends on foreign technology. He said that a country can only be truly rich when it can supply products and services to the whole world. Therefore, globalization is the responsibility of every business, big or small.

Ms. Thai Huong, Chairwoman of TH Group’s Strategy Council, pointed out two bottlenecks. Specifically, the issue of non-retroactive laws. Enterprises consider the law as a guideline, but the law also needs guidance.

She cited the story of the law that stipulates that farms must be 200m away from residential homes and 270m away from construction businesses, but now it requires a distance of 400m and the authorities require compliance with the law.

In addition, she said that it is necessary to resolve the personnel issue when merging. Because in reality, there are unfinished projects, which have been done in accordance with the law and carefully prepared, but when merging, they are stopped waiting for the new agency, and then asked to do it again, wasting time. Therefore, Ms. Huong suggested that it is necessary to specifically resolve these bottlenecks to unleash resources among the people, serving double-digit growth.

Mr. Le Ngoc Son, General Director of the Vietnam National Oil and Gas Group (Petrovietnam), proposed that the Government advise the Politburo to soon issue a new resolution on the development of State-owned enterprises and the State-owned economy. This would completely remove institutional bottlenecks and create stronger motivation for State-owned enterprises to develop rapidly.

Mr. Son expressed his belief that timely policy solutions will be an important boost for businesses in general and state-owned enterprises in particular to continue to innovate and develop sustainably.

Also at the conference, Chairman of the Vietnam Association of Small and Medium Enterprises Nguyen Van Than proposed that the Government assign the Vietnam Association of Small and Medium Enterprises to study a project to establish a specialized digital bank for small and medium enterprises.

According to Mr. Than, this is a model that has been operating in many countries, bringing practical results to small and medium enterprises and business households that have difficulty accessing capital from traditional banks.

In addition, Mr. Than also proposed that the Government issue policies to develop enterprises and ethnic entrepreneurs of the F2 generation, who are the successors of successful entrepreneurs of the F1 generation, and technology enterprises with fast growth rates.

Regarding real estate, Mr. Than recommended that the Prime Minister and the Government implement solutions to expand supply and demand and consider the option of collecting land use rights fees from 10-20% of the real estate selling price to release real estate resources that are stagnant in the market.

If the system is not open, it must be made open.

In his concluding remarks, Prime Minister Pham Minh Chinh congratulated, acknowledged and highly appreciated the contributions of Vietnamese entrepreneurs and businesses over the past 80 years to the cause of national construction and protection.

Sharing that the current regional and world situation continues to have rapid, complex and unpredictable developments, the Prime Minister hopes that businesses and entrepreneurs will continue to accompany the country and the nation to overcome difficulties and challenges, and develop the country quickly and sustainably.

The Prime Minister affirmed that the Government is committed to accompanying businesses and entrepreneurs in the spirit of creation, integrity, action, and serving the people, including businesses and entrepreneurs.

The head of the Government also asked businesses and entrepreneurs to implement "3 pioneering" principles. Specifically, being pioneers, being exemplary, and leading in science and technology, innovation, and digital transformation; conducting business in accordance with the law and implementing Resolution 68.

The Prime Minister emphasized that with these three pioneers, together we will reach out to the ocean, deep into the earth and fly high into space, so that our country can develop rapidly and sustainably, entering an era of wealth, prosperity, civilization, prosperity and happiness.

To implement the above specific, concise but effective, practical and feasible commitments, the Prime Minister welcomes the recommendations and proposals of the delegates and will continue to study, absorb and realize them in the direction of open institutions, smooth infrastructure and smart governance.

The head of the Government emphasized that if the institutions are not yet open, they must be made open at all costs; without open infrastructure, development is impossible.
