On the afternoon of November 27, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council for the 2021-2026 term, chaired the 15th meeting of the council to appraise, consider and decide on collectives and individuals proposed for commendation and honor at the 11th National Patriotic Emulation Congress; at the same time, consider and agree on a number of contents related to the preparation work for the organization of the 11th National Patriotic Emulation Congress.

Speaking at the meeting, the Prime Minister requested that the 11th National Patriotic Emulation Congress be organized in a solemn, serious, joyful, healthy, unique, highly contagious, sustainable and safe spirit. The Congress must truly reflect the typical and outstanding nature of organizations and individuals; at the same time, arouse national pride, create motivation, inspire and encourage emulation movements in the 2026-2030 period, including emulation to achieve the double-digit growth target, together with the whole country entering a new era of strong, civilized, prosperous and happy development.

The Prime Minister emphasized that in recent times, there have been many historic events and cases of self-sacrifice and dedication for the people, for comrades, and for the country. Therefore, it is necessary to honor and reward promptly, thereby honoring the core values ​​of the nation.

The 11th National Patriotic Emulation Congress is scheduled to be held in December 2025.
