Today, the mobile team guided us through the marriage registration process on the spot, and I'm so happy. Having a marriage certificate will make it easier to register our child's birth.”
| Initial results show the clear effectiveness of the model: in the first few weeks of the pilot implementation, the task force received and guided 167 people, including 62 in the land sector, 97 in the judicial and civil registration sector (with 48 eligible cases), and 6 in social welfare. Particularly, for cases with difficulties and obstacles, where people previously had to go to the ward office multiple times without success, now, because the officials handling the procedures did not have time to provide thorough advice, support, and explanations for each case, the mobile task force provided them with specific advice and guidance. |
Changing the administrative mindset to serve the public.
The mobile administrative service model not only resolves administrative procedures but also creates a change in service methods: from "citizens seeking out the government" to "the government proactively serving the people"; from "passive reception" to "on-site guidance and support"; from "management administration" to "service administration". This is the core value and long-term significance of the model in the current administrative reform process.
To inform residents of Hamlet 4 that a mobile administrative team would be coming to the hamlet this weekend to guide them through administrative procedures, Mr. Huynh Van Kiet, Head of Hamlet 4, Vinh Trach Ward, had already notified residents on the hamlet's Zalo group several days in advance. He then proactively called those who were still having difficulty completing administrative procedures , urging them to come and complete the process on Saturday. Commenting on the effectiveness of this model, Mr. Huynh Van Kiet said: “Firstly, it's close to home, making it convenient for residents to travel when they need to supplement their documents. Secondly, the officials are located in the hamlet's office, providing direct guidance to residents. Thirdly, if there are any unresolved issues, they can discuss and exchange ideas, and even receive input from the hamlet head and those familiar with the matter, thus resolving them quickly.”

Ms. Nguyen Thi Xuan Quyen, Vice Chairwoman of the People's Committee of Vinh Trach Ward, affirmed that this model will continue to be maintained in the future. "The goal is to make this model familiar to the people and a shining example in resolving administrative procedures for citizens," Ms. Quyen shared.
To maintain the operation of the mobile administrative team, the center's staff have made great efforts and overcome difficulties. Funding is lacking, and the office is temporarily borrowed from the neighborhood or community center, but the staff's morale is very high. Everyone agrees that the model is truly effective, not only solving difficulties for the people but also helping to resolve outstanding cases at the ward's Public Administrative Service Center .
In the current context, administrative reform is not only a management requirement but also a measure of the government's service capacity. When each administrative procedure is resolved more quickly, transparently, and conveniently, it is not only a result of reform but also strengthens the people's trust in the Party and the government. With high political determination, the mobile administrative model of Vinh Trach ward has received the approval and support of the people in the area, contributing to building a modern, professional, transparent, and people-serving administration.
