Organizational reform, synchronous implementation from thinking to action
On the morning of July 1, in Hanoi, the Tax Department ( Ministry of Finance ) held a conference to announce decisions on the organization and staff of the Tax Department to implement the new organizational model of the tax industry (from July 1).
Accordingly, the new organizational structure of the tax authority includes 34 provincial and municipal tax units; 350 grassroots tax units in sync with the 2-level local government organization model, according to Resolution No. 60-NQ/TW dated April 12, 2025 of the Party Central Committee.
Speaking at the conference, Director of the Tax Department Mai Xuan Thanh said: The leaders of the Ministry of Finance have closely directed and accompanied the industry in the restructuring process. Immediately after the new model takes effect, the Tax system from the central to local levels needs to quickly start implementing 7 key task groups.
Firstly, approach the locality, advise provincial and municipal authorities, closely coordinate with departments and branches, and ensure that tax work is not interrupted.
Second, reorganize the organization, arrange specialized departments at the existing headquarters, ensure smooth management and administrative procedure settlement. At the same time, strengthen personnel, clearly assign tasks, and be on duty 24/7 to support people during the transition period.
Third, promote administrative procedure reform, provide public services in the digital environment, aiming for 100% of administrative procedures not dependent on administrative boundaries. IT applications are strongly deployed, including a civil servant attitude assessment system, which is the basis for evaluation, planning, and appointment.
Fourth, implementing budget collection tasks: standardizing taxpayer information, building 2026 budget estimates; assigning detailed collection targets to each individual; strengthening management measures, recovering tax debts, preventing revenue loss, invoice fraud, electronic transactions and tax refunds.
Fifth, participate in perfecting institutions, closely following Decree 122/2025/ND-CP and Circular 40/2025/TT-BTC that have just been issued, ensuring that processes and regulations are suitable for the new model.
Sixth, promote comprehensive digital transformation, apply big data and artificial intelligence to risk management, internal governance, and direction; enrich data warehouses to serve work.
Seventh, improve public ethics, strengthen discipline, and promptly reward; strictly handle negative and harassing cases, creating a professional and transparent working environment.

Awarding cadre decisions to 34 local Tax Chiefs
At the conference, the Tax sector also announced the decision to assign and appoint Tax Chiefs for 34 provincial and municipal units. Of which, Mr. Vu Manh Cuong holds the position of Hanoi Tax Chief; Mr. Doan Minh Dung holds the position of Ho Chi Minh City Tax Chief; Mr. Nguyen Toan Thang holds the position of Dong Nai Province Tax Chief.
Other localities such as Hai Phong, Da Nang, Khanh Hoa, Can Tho, Bac Ninh, Nghe An, Hung Yen, An Giang , Quang Ninh... all have newly appointed officials.
Speaking at the Dong Nai bridge, Mr. Nguyen Toan Thang - Head of Tax Department of Dong Nai province shared: "This is not only a personal honor but also a great responsibility for the industry and the locality. We commit to working together, effectively implementing the direction of the Tax Department, and putting the new apparatus into effective operation."

According to the Tax sector leader, the new organizational model requires urgent innovation from thinking to action. Accordingly, units must proactively arrange facilities and handle excess assets before August 1, 2025, to avoid waste.
At the same time, the Business Departments and Digital Transformation Departments are accelerating the implementation of projects to redesign business processes, restructure IT systems, and upgrade electronic tax services to suit new characteristics.
The industry is also aiming for a fundamental shift from "management" to "service". Tax officials are required to change their mindset, approach taxpayers as partners, always listen, support, and promptly answer any questions.
In particular, with the spread of management areas, modern technology is an essential support. The application of Big Data and AI in risk management, data analysis, and internal operations is a mandatory direction to improve the operational capacity of the apparatus.
Informing the local tax leaders, Director Mai Xuan Thanh noted that the workload in the coming time is very large. To fully complete the tasks assigned by the Government and the Ministry of Finance, it requires the participation of all cadres, civil servants and employees in the tax sector. Therefore, all cadres and civil servants in the sector need to promote the spirit of solidarity, responsibility, unanimously support and assist the newly appointed leaders at all levels to successfully complete the assigned tasks.
