Be proactive and creative to reach the finish line

To date, the whole country has supported the elimination of nearly 209,000 temporary and dilapidated houses, and completed and handed over more than 111,000 houses so that households can live in new homes.

It can be said that this is a very encouraging result in the context that all levels, sectors and localities are having to carry out tasks at the same time, especially restructuring the apparatus, building a two-level local government and promoting economic growth of 8% or more.

As of May 7, 15 localities nationwide have no more temporary or dilapidated houses. To practically celebrate the 135th birthday of President Ho Chi Minh , it is expected that in May, 6 more localities will complete the program, in June, 16 more localities will complete it, and the remaining 26 localities will strive to complete the program from July to October 2025.

A poor household in Dak Lieng commune (Lak district) received support to remove temporary and dilapidated houses.

Notably, with determination and high responsibility, many localities across the country have had many good and creative ways to quickly complete the Program to eliminate temporary and dilapidated houses; not passively waiting for central funding but proactively using local resources to implement immediately.

Specifically, Vinh Long province has promptly provided funds from the Gratitude Fund and other socialized sources to support the construction of houses for people with meritorious services, poor households, and ethnic minority households. Along with that, it has implemented a livelihood program to avoid the situation of poor households "returning to poverty" after receiving new houses. This is a sustainable approach, contributing to the long-term stability of people's lives.

"Basic determination to eliminate temporary and dilapidated houses nationwide before October 31, 2025, 2 months earlier than the original target; prioritizing the allocation of resources to support housing for martyrs' relatives before July 27 and for people with revolutionary contributions before September 2" - Prime Minister .

For example, Tay Ninh province, in addition to mobilizing local social resources with more than 50 billion VND, also improved the quality of life for people by increasing the house area to 42 m² (compared to the standard of 32 m²) and giving away essential equipment: TV, electric fan, rice cooker, water tank, water purifier...

For households without land, the province proactively arranges public land funds, builds new residential areas with synchronous infrastructure investment, including traffic infrastructure, water supply and drainage systems, electricity, clean water and essential equipment for households...

Thanks to that, after 4 months of implementation, by April 25, 2025, Tay Ninh province had basically completed the project, handing over houses to policy households, poor and near-poor households in the whole province.

In Dak Lak, although the work of eliminating temporary and dilapidated houses has been stepped up, the province is still slow in implementation. The reason for this situation is determined to be that in addition to difficulties in land and funding conditions, the list of beneficiaries has changed due to lack of demand, incorrect information, changes in beneficiaries, etc.

As of May 10, the province has supported the construction and repair of 3,776/5,577 houses, including: 3,534 new houses and 242 repaired houses. Thus, from now until the end of October 2025, Dak Lak province still needs to support the removal of 1,801 temporary and dilapidated houses.

The Provincial People's Council's monitoring delegation inspected the progress of removing temporary and dilapidated houses for people in Cu Kuin district.

It is thought that the elimination of temporary and dilapidated houses is aimed at helping people "settle down", feel secure in working, studying and participating in social activities. If the models and good practices in the provinces that have "reached the finish line" are spread, learned and replicated nationwide, many localities, including Dak Lak, will soon be able to remove the "bottlenecks" in the process of eliminating temporary and dilapidated houses, so that poor households, near-poor households, and policy families facing housing difficulties will not be "left behind".

At the fourth meeting of the Steering Committee for Eliminating Temporary and Dilapidated Houses nationwide recently, Prime Minister Pham Minh Chinh emphasized: Localities that have done well have received the attention and active and decisive participation of the secretaries and chairmen; meanwhile, in some localities, the steering committees and leaders are not very determined and resolute. Therefore, it is necessary to promote the responsibility of local Party committees, leaders and steering committees; promote proactiveness, creativity, the spirit of daring to think, daring to do, daring to take responsibility for the common good in carrying out the task of eliminating temporary and dilapidated houses.

The Prime Minister stated: “Heads of agencies and localities must have high determination, make great efforts, say they must do, commit to do, do, do must have results; speak the truth, do the truth, be effective, the people will benefit. Keep abreast of the situation, be proactive, flexible, creative, determined, resolute in carrying out tasks and solutions within their authority, have appropriate and timely policy responses and solutions, immediately and thoroughly handle arising issues; immediately report and propose issues beyond their authority.”
