To date, the whole country has supported the elimination of temporary and dilapidated houses for nearly 209,000 households, completing and handing over more than 111,000 houses so that families can live in new homes.

This is a very encouraging result, especially considering that all levels, sectors, and localities are simultaneously carrying out various tasks, particularly reorganizing the administrative apparatus, building a two-tiered local government system, and promoting economic growth of 8% or more.

As of May 7th, 15 localities nationwide have eliminated temporary and dilapidated housing. To commemorate the 135th anniversary of President Ho Chi Minh 's birth, it is projected that an additional 6 localities will complete the program in May, 16 more in June, and the remaining 26 localities will strive to complete the program between July and October 2025.

Notably, with determination and a high sense of responsibility, many localities across the country have adopted innovative and effective approaches to quickly complete the program to eliminate temporary and dilapidated houses; instead of passively waiting for central government funding, they proactively used local resources to implement the program immediately.

Specifically, Vinh Long province has promptly allocated funds from the Gratitude and Repayment Fund and other social resources to support the construction of houses for war veterans, poor households, and ethnic minority households. Along with this, it has implemented livelihood programs to prevent poor households from falling back into poverty after receiving new homes. This is a sustainable approach that contributes to the long-term stability of people's lives.

"The fundamental determination is to eliminate temporary and dilapidated houses nationwide before October 31, 2025, two months earlier than the initial target; prioritizing the allocation of resources to support housing for relatives of martyrs before July 27 and for people with meritorious services to the revolution before September 2" - Prime Minister .

For example, Tay Ninh province, in addition to effectively mobilizing local social resources with over 50 billion VND, has also improved the quality of life for its people by increasing the house area to 42 m² (compared to the standard 32 m²) and providing essential equipment such as televisions, electric fans, rice cookers, water tanks, and water filters.

For households without land, the province proactively allocates public land and builds new residential areas with integrated infrastructure, including transportation infrastructure, water supply and drainage systems, electricity, clean water, and essential equipment for households.

Thanks to this, after 4 months of implementation, by April 25, 2025, Tay Ninh province had basically completed the project and handed over houses to policy beneficiary households, poor and near-poor households throughout the province.

In Dak Lak, despite intensified efforts to eliminate temporary and dilapidated houses, the province is still lagging behind in implementation. The reasons for this situation, besides difficulties with land and funding, include fluctuating beneficiary lists due to lack of need, inaccurate information, and changes in eligible recipients.

As of May 10th, the entire province has supported the construction and repair of 3,776 out of 5,577 houses, including 3,534 new houses and 242 repaired houses. Therefore, from now until the end of October 2025, Dak Lak province still needs to support the elimination of 1,801 temporary and dilapidated houses.

The Provincial People's Council's supervisory delegation inspected the progress of demolishing temporary and dilapidated houses for people in Cu Kuin district.

It is thought that the elimination of temporary and dilapidated houses aims to help people "settle down and make a living," feel secure in their work, production, education, and participation in social activities. If successful models and practices from provinces that have "reached the finish line" are disseminated, learned from, and replicated nationwide, many localities, including Dak Lak, will soon be able to resolve the "bottlenecks" in the process of eliminating temporary and dilapidated houses, so that poor households, near-poor households, and policy beneficiary families facing housing difficulties are not "left behind."

At the recent fourth meeting of the National Steering Committee for the Eradication of Temporary and Dilapidated Houses, Prime Minister Pham Minh Chinh emphasized: Localities that have performed well have shown the active and decisive involvement of their Party secretaries and chairmen; however, in some localities, the steering committees and leaders have not shown sufficient determination or decisiveness. Therefore, it is necessary to uphold the responsibility of Party committees, local leaders, and steering committees; and to promote initiative, creativity, and a spirit of daring to think, daring to act, and daring to take responsibility for the common good in the task of eradicating temporary and dilapidated houses.

The Prime Minister stated: “Heads of agencies and localities must have high determination and great effort; what they say, they must do; what they commit to, they must fulfill; what they do, they must achieve results; they must speak the truth, act truthfully, and achieve real effectiveness, so that the people truly benefit. They must closely monitor the situation, be proactive, flexible, creative, determined, and resolute in implementing tasks and solutions within their authority; they must have appropriate and timely policy responses and solutions; they must immediately and decisively address emerging issues; and they must report and propose solutions immediately for issues beyond their authority.”
