According to the report at the Conference, Ms. Nguyen Thi Hong Hanh, Deputy Director of the Can Tho Department of Home Affairs, said that after 25 days of operating the two-level local government, in general, the communes and wards have operated smoothly and effectively. Up to now, the Department of Home Affairs has compiled the leadership, management and professional positions in the communes and wards that are currently vacant and lacking, and compiled the needs of cadres, civil servants and public employees in the government sector to voluntarily register to work in the communes and wards.
At the same time, coordinated with the City Party Committee's Organizing Committee to select personnel to complete the positions of Vice Chairman of the People's Council, Vice Chairman of the People's Committee and personnel of the commune-level Party Committee; coordinated with agencies, units and communes and wards to advise the Chairman of the City People's Committee to consider and decide on increasing the number of qualified and capable officials, civil servants and public employees at the city level to work in communes and wards in vacant positions to help communes and wards operate smoothly, effectively and efficiently.
Specifically, Can Tho City has 211 cadres and civil servants registered to work in communes and wards (currently 27 comrades have been assigned), and 184 comrades remain (the Department has sent the list to communes and wards to propose suitable selection for the vacant positions in the locality). Communes and wards can study contracts for some jobs and propose the Department of Finance to guide the salary payment estimate for contract cases for communes and wards to apply.
Regarding the arrangement of public assets, the Can Tho Department of Finance has issued two guiding documents related to the handover of assets to implement the handover of assets between units in the arrangement of commune-level administrative units to ensure compliance with regulations. However, through synthesis, most units have not yet reviewed the standards and norms of asset use compared to existing assets to determine the shortage or surplus of assets according to regulations.
Regarding finance, while waiting for the City People's Council meeting to consider and decide on the allocation of the 2025 local budget revenue and expenditure estimates of Can Tho City and the allocation of the 2025 budget estimates, the Department of Finance has submitted to the City People's Committee for consideration and request that the State Treasury of Region XIX create conditions for the People's Committees of communes and wards to temporarily grant a budget of 600 million VND/commune/ward; for communes and wards organizing model congresses (4 communes and wards), they are temporarily granted an amount of 800 million VND/commune/ward, to ensure timely implementation of the work of organizing the Party Congresses of communes and wards for the 2025-2030 term.
At the meeting, local leaders reported many difficulties and problems, especially the lack of specialized officials and civil servants; inadequate equipment and scattered, small and degraded working offices.
Specifically, Tan Loc ward lacks 10 staff, so each civil servant is assigned to be in charge of 2-3 areas to ensure work requirements; in addition, the locality also lacks scanners and QR code readers to support people in carrying out administrative procedures.
Similarly, Khanh Hoa ward lacks 7 civil servants; Nhon Ai commune lacks 1 Vice Chairman of the People's Council, 1 Vice Chairman of the People's Committee and civil servants specializing in information technology, finance and land; Truong Long Tay commune lacks 1 Vice Chairman of the People's Committee, 1 Deputy Head of the People's Council, 1 Secretary of the Youth Union and lacks 1 construction civil servant and 1 information technology civil servant.
The leader of Dai Thanh Ward People's Committee said that the Medical Station does not have enough space to serve the medical examination and treatment needs and working conditions of the staff.
Mr. Dang Thanh Hien, Chairman of Nhon Ai Commune People's Committee, said that the civil status software and business registration system software are not synchronized with the one-stop department software, so the locality has to process paper documents for the people.
Mr. Hien suggested that the city consult with ministries and branches to soon synchronize data of the above 3 software to create favorable conditions for civil servants in processing records of people and businesses.

Speaking at the meeting, Chairman of Can Tho City People's Committee Tran Van Lau affirmed that up to now, the implementation of the two-level local government organization model in Can Tho city has been basically smooth and put into operation in accordance with the policies of the Party and the Government .
Accordingly, since the organization of the 2-level local government apparatus came into operation, although there were still certain difficulties and confusion, after 25 days of operation, the difficulties and obstacles were gradually reduced, the work was still guaranteed to complete the tasks, these were great efforts in carrying out the assigned tasks.
Chairman of Can Tho City People's Committee Tran Van Lau also shared the difficulties of some localities in terms of office buildings and lack of investment funds. However, he also requested to make the most of existing facilities, focusing on reviewing the needs and planning for investment in new headquarters, especially the Public Administration Service Center.
Regarding the Public Administration Service Center at the commune level, the Chairman of the People's Committee of Can Tho City assessed that the units operate in a disciplined and effective manner, have many good models, and must aim at the satisfaction of the people. All agencies must receive documents at the Public Administration Service Center to facilitate people when completing documents. Continue to review and evaluate staff to properly arrange and transfer staff to promote their strengths and work efficiency, put political tasks first to develop the socio-economy, and serve people and businesses well.
Along with that, strictly manage equipment and assets, avoid waste, and have a synchronous purchasing plan. Communes and wards need to continue to complete and fully arrange agencies and services at the center to serve people and businesses more effectively.
At the meeting, Chairman of Can Tho City People's Committee Tran Van Lau also noted that in the next meetings, communes and wards need to listen and record the responses of departments and branches.
