On July 14, Chairman of Can Tho City People's Committee Tran Van Lau chaired a meeting on the implementation of public investment capital disbursement in 2025 of the city.

According to the leader of the Department of Finance of Can Tho City, the total public investment capital plan for 2025 of the city after merging and implementing the 2-level local government is more than 29,244 billion VND. To date, more than 27,475 billion VND has been assigned in detail, and more than 1,768 billion VND has not been assigned in detail. Accumulated to June 30, the disbursement value is more than 7,302 billion VND, reaching more than 26% compared to the Prime Minister 's decision.

According to the Department of Finance of Can Tho City, most of the works and projects encountered difficulties in site clearance, leading to delays in disbursement as planned. The shortage and increase in the price of construction materials also significantly affected the construction progress and disbursement. In addition, some contractors did not ensure their capacity, investors terminated contracts, and re-bid, leading to prolonged implementation time...

Can Tho City was assigned to be the managing agency for 3 component projects of the Chau Doc - Can Tho - Soc Trang expressway with a total central budget capital allocated in 2025 of more than 7,039 billion VND, the disbursement value as of June 30 was more than 1,555 billion VND, reaching a rate of more than 22%, lower than the average level of the whole city, the capital that cannot be disbursed in 2025 is about 2,700 billion VND.

After completing the project management boards, the Department of Finance will coordinate with the investor to review the internal transfer plan of capital according to the process, submit to the City People's Committee. In case after internal transfer, there is still capital that cannot be disbursed, the Department of Finance will report to the City People's Committee to submit to the Ministry of Finance for consideration, and submit to the Prime Minister to transfer to other localities and central ministries in need.

The total targeted additional central budget capital (domestic capital) for Can Tho is over VND 7,886 billion, disbursed by June 30 reached over VND 2,232 billion (over 28%). The Department of Finance will coordinate with the investor to review the internal transfer plan of the capital plan to submit to the City People's Committee.

“Review the central government's capital allocation to implement with the determination to disburse all of this capital, because if it is cut, the city will have to compensate, but it is not certain that it can be compensated. It is difficult to ask for it, but it cannot be spent, and there is no capital to compensate, so we must find every solution to disburse all of the capital within the year,” Mr. Lau directed.

The Chairman of the People's Committee of Can Tho City requested to urgently resolve two issues: the Department of Home Affairs should soon submit a project to merge and appoint personnel for project management boards; the second is to establish branches of the compensation and resettlement support councils in communes and wards.

The management board and investors must review any projects that are still stuck with land clearance, report to the committee, proactively work with the Land Fund Development Center and localities, and clear the land one step ahead. Review the budget, transfer some projects that are difficult to disburse, and disburse central capital at all costs, except in cases of force majeure, then submit to the City People's Council for transfer to the following year...
