On September 24th, Comrade Pham Van Thieu, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, conducted a survey and working session in Da Bac and Tran Van Thoi communes regarding the leadership and guidance of the Standing Committee of the Party Committee and the Standing Committee of the People's Council in performing their functions, tasks, and operating the administrative apparatus after the merger.

In Da Bac commune , the Party Committee's report indicates that after the merger of administrative units Khanh Binh Tay, Khanh Binh Tay Bac communes and a part of Tran Hoi commune, the staff and civil servants have demonstrated a high sense of responsibility, strived to overcome difficulties, and successfully completed their assigned tasks. However, due to the large workload, the vast area, and the initial implementation of the new model, some difficulties have arisen in the process of performing their functions and duties.

The commune leaders requested the Department of Finance to consider supplementing funding to ensure operations continue until the end of 2025; they also requested the Provincial People's Committee and relevant agencies to promptly issue directives and guidelines for implementing Government Decree 170 on the recruitment, use, and management of civil servants. Furthermore, the locality hopes for enhanced training and in-depth instruction on the procedures for receiving and processing administrative procedures and the application of specialized software for commune officials and civil servants.

In Tran Van Thoi commune, after the merger of the entire area of ​​Tran Van Thoi town, Khanh Loc commune, Phong Lac commune, and parts of Tran Hoi, Loi An, and Phong Dien communes, the local development space has expanded. Agencies within the political system have been gradually streamlined, with a more efficient apparatus and clearly defined functions and responsibilities; effectively promoting the roles and responsibilities of both collectives and individuals in carrying out their duties, contributing to improved operational efficiency and quality of service to the people.

The local authorities also highlighted existing difficulties and limitations, and requested the province to promptly issue a document specifying Regulation No. 360 of the Party Central Committee on the functions, tasks, and organizational structure of commune-level political centers, as a basis for implementation. In addition, they proposed considering financial support to help the commune effectively carry out political, economic , and social tasks in the area.

Highly appreciating the initial results of the local government after the merger, Comrade Pham Van Thieu emphasized that the important goal of expanding the development space is to bring the government closer to the people, promptly and accurately grasping the legitimate aspirations and wishes of the people. According to him, the handling of administrative procedures must be based on the spirit of a proactive and constructive government serving the people.

The Chairman of the Provincial People's Council suggested that after the merger, local governments should boldly innovate their thinking, find breakthrough ways of doing things, dare to think, dare to act, and dare to take responsibility, especially now that decentralization and delegation of power have been clearly defined.

The comrade emphasized: "We must know how to seize the opportunities of digital transformation to develop and promote rapid and sustainable growth .
