Chairman Nguyen Van Duoc: Sending departmental 'task force' to wards and communes to 'hold hands and guide'

Faced with the situation where many commune-level officials do not dare to make decisions, causing delays in site clearance work, the Chairman of the Ho Chi Minh City People's Committee said that the Department of Agriculture and Environment will send "task forces" to wards and communes to support.

On the morning of September 25, the Standing Committee of the Ho Chi Minh City People's Committee Party Committee held a conference to study and disseminate the resolution and action plan to implement the resolution of the 1st Ho Chi Minh City People's Committee Party Congress, term 2025-2030.

At the conference, Mr. Nguyen Van Duoc - Party Secretary, Chairman of the People's Committee of Ho Chi Minh City - said that in the next term, Ho Chi Minh City will propose 3 breakthroughs in institutions, infrastructure, and human resources. Regarding infrastructure, Mr. Duoc mentioned the work of site clearance.

According to him, public investment disbursement in Ho Chi Minh City is better but lacks sustainability, one of the reasons for the delay is from the site clearance stage.

Mr. Duoc said that currently the commune level is still confused, some places lack professional staff, some places have staff but do not dare to make decisions, causing delays in site clearance for projects.

Faced with this situation, Mr. Duoc said that Ho Chi Minh City will dispatch department officials to the commune level to coordinate and directly direct each project, helping the commune level to act confidently.

Especially localities with key projects passing through such as Ring Road 3, Ring Road 4, gateway traffic routes such as National Highway 13, National Highway 22, National Highway 1, extended Vo Van Kiet Street, extended Nguyen Van Linh Street, internal works and housing renovation projects on and along canals.

"In the near future, Director of the Department of Agriculture and Environment of Ho Chi Minh City Nguyen Toan Thang will establish "task forces" to go to key communes and wards to support the site clearance work. Currently, some communes and wards are still confused and fearful, and many comrades do not dare to make decisions. The task force will "hold hands and guide the work", helping communes and wards to boldly and resolutely carry out the work," said Mr. Duoc.

According to Mr. Duoc, when officials are assigned tasks at the commune level, they must determine their responsibility as the head of a locality, and must have the courage to resolutely implement local development policies. Mr. Duoc believes that "there are right decisions" and "incorrect decisions", but if officials have a pure mind and are for the common good, the leaders of Ho Chi Minh City will accompany them and have a mechanism to protect them.

Site clearance is a problem in public investment disbursement.

Previously, at the meeting to assess the socio -economic situation in August and the first 8 months of 2025, the Chairman of the Ho Chi Minh City People's Committee said that by August 29, Ho Chi Minh City had disbursed more than VND 51,500 billion, reaching 43% of the capital plan assigned by the Prime Minister, and 34% of the capital plan implemented by Ho Chi Minh City.

Chairman Nguyen Van Duoc said that after much determination, the disbursement rate in the second quarter of Ho Chi Minh City reached 43%, but for the past two months the figure has remained at just over 43%, an increase of less than 1%. This shows that the disbursement is not fundamental, and the site clearance stage in some key projects has been stalled.

Mr. Duoc said that the site clearance for key projects is stuck. The reason is that the ward and commune are confused, lack staff, and the coordination regulations between the compensation board under the Department of Agriculture and Environment and the People's Committee of the ward and commune are not clear, so the compensation work is "lying" below.
