The preparation of personnel for the 14th Party Congress is not only the responsibility of the Personnel Subcommittee, the Politburo , the Secretariat, and the Central Committee, but also a crucial task for the entire political system, Party committees and organizations at all levels, agencies, units, and localities.

This morning (March 13) at the Party Central Headquarters, General Secretary Nguyen Phu Trong, Head of the Personnel Subcommittee of the 14th Party Congress, chaired the first meeting of the Subcommittee to discuss a number of issues requiring special attention in the Party's personnel preparation work.

Also attending were President Vo Van Thuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Vuong Dinh Hue, Ms. Truong Thi Mai, Politburo member, Standing Secretary of the Central Committee, Head of the Central Organization Department, and members of the subcommittee.

In preparation for the 14th National Congress of the Party, scheduled to be held in the first quarter of 2026, at the 8th Conference (October 2023), the Central Committee decided to establish five subcommittees: the Subcommittee on Documents, the Subcommittee on Socio-Economic Affairs, the Subcommittee on Party Regulations, the Subcommittee on Personnel, and the Subcommittee on Organization to serve the Congress.

Of all the important aspects of each Party Congress, the two most crucial are the discussion and decision-making regarding the Party's political line and tasks (referred to as the adoption of documents) and the election of the Party's leadership bodies (referred to as personnel work). These two aspects are closely related and require thorough preparation. In particular, the preparation of personnel for the Congress is of paramount importance and significance, as it is a factor ensuring the success of the Congress and the successful implementation of its resolutions.

To date, after nearly 40 years of implementing the reform process and more than 25 years of implementing the Central Committee Resolution No. 3 of the 8th Party Congress on personnel strategy, the contingent of cadres at all levels in our country has matured and developed in many aspects, with increasingly improved quality, gradually meeting the requirements of the period of accelerated industrialization, modernization of the country and international integration; the structure, age, gender, ethnicity, occupation, and field of work are more balanced and rational; the source of cadre planning increasingly meets the requirements, basically ensuring the transition and continuity between generations. However, it should also be noted that our current cadre force is large but not truly strong; the situation of both surplus and shortage of cadres still occurs in many places; the interconnectedness between levels and sectors is still limited...

At the session, delegates affirmed that the 14th National Congress of the Party is a very important political event. The Congress is being held at a time when our country has undergone 40 years of reform, 35 years of implementing the Platform for building the country during the transitional period to socialism (the 1991 Platform), including nearly 15 years of implementing the Platform (supplemented and developed in 2011) and 5 years of implementing the 2021-2025 socio-economic development strategy, looking towards the 100th anniversary of the founding of the Party in 2030 and the 100th anniversary of the founding of the nation in 2045. The 14th National Congress will also be a very important milestone, with significant implications for future orientation, encouraging and motivating the entire Party, people, and army to continue to comprehensively and synchronously promote the reform process, leading the country to rapid and sustainable development for the goal of a prosperous people, a strong nation, democracy, and justice. Therefore, in preparing personnel for the 14th National Congress of the Party, the most important issue is to correctly identify the requirements for building the Central Committee, with the Politburo, the Secretariat, and the key Party leaders as its core. Delegates also emphasized that the preparation of personnel for the 14th National Congress of the Party is not only the task of the Personnel Subcommittee, the Politburo, the Secretariat, and the Central Committee, but also a crucial task for the entire political system, Party committees and organizations at all levels, agencies, units, and localities.
