Standardizing quality management

GD&TĐ - In practice, it has been shown that the management of educational quality is still heavily influenced by an administrative approach, mainly focusing on meeting assessment requirements at specific times, and failing to promote the maintenance and continuous improvement of quality within schools.

This approach reveals several limitations: It does not consider educational quality assurance as a core governance function; it lacks the motivation to promote continuous improvement; and the link between quality requirements and building schools that meet national standards has not been designed according to the logic of quality management.

Meanwhile, modern educational trends view quality assurance as a continuous, integrated system encompassing all management activities, from planning and implementation to monitoring, evaluation, and improvement. Therefore, there is a need to shift from evaluation-based management to management based on establishing and operating an internal quality assurance system. This will enable educational institutions to proactively control and improve quality, foster a culture of continuous improvement, enhance management capacity, and improve resource efficiency.

In response to practical needs, the Ministry of Education and Training has drafted a Circular stipulating requirements for ensuring educational quality in preschools, primary and secondary schools, continuing education centers, vocational training centers, and the recognition of schools meeting national standards. For the first time, the draft circular outlines educational quality requirements in a single, unified document, replacing the previous practice of issuing separate regulations for each educational level.

The draft proposes establishing a system of educational quality assurance requirements to replace the accreditation standards system. These standards are designed to be requirements that must be consistently maintained in the operation of educational institutions, serving as a basis for internal quality management. Simultaneously, the quality assurance cycle within educational institutions is clearly defined, comprising the following steps: self-assessment; development of an improvement plan; implementation; monitoring, review, and updating of quality improvements as a mandatory management process within the school.

The quality assurance compliance system has been redesigned to reflect the level of development and operational efficiency, focusing on input conditions, implementation processes, output results, and the context of the educational institution, thereby providing a realistic assessment of quality assurance capacity.

A key new feature is the integration of national accreditation for schools within the same educational quality assurance framework. The draft Circular unifies the criteria for national accreditation based on the level of compliance with educational quality assurance requirements, overcoming the situation where multiple systems of criteria and evaluation processes exist simultaneously. The role of self-assessment is also adjusted to become a regular task serving governance and quality improvement, rather than merely a temporary preparation for external evaluation.

It can be said that the shift from administrative management to quality management based on an internal quality assurance system is a crucial step. Unifying requirements, standardizing processes, integrating national accreditation for schools, and emphasizing self-assessment enable educational institutions to proactively improve and enhance quality in a substantive way. This forms the foundation for building a modern and sustainable education system.
