Pioneering Coal Industry
Currently, in Quang Ninh province, Vietnam National Coal - Mineral Industries Group (TKV) has more than 40 member enterprises operating in many different fields. In particular, the coal mining sector, which is a key economic sector but also has many potential impacts on the environment, is undergoing strong changes towards comprehensive greening. With a pioneering role, TKV has implemented a series of synchronous, drastic and long-term strategic solutions, aiming at the goal of sustainable development, harmonizing resource exploitation and environmental protection.
Mr. Nguyen Van Tuan, Deputy General Director of TKV, affirmed: Production development must go hand in hand with environmental protection, which is a vital requirement of the Group. Throughout the process of construction and development, Vietnam National Coal - Mineral Industries Group has always considered environmental protection a key factor in its sustainable development strategy. With the motto "From resources and human resources to prosperity", over the past 30 years, TKV has persistently pursued the strategy of economic development associated with environmental protection, especially in the Quang Ninh Mining Area - where most of the country's coal mining activities are concentrated. A series of synchronous solutions have been deployed and brought about clear results. Specifically, environmental improvement and restoration work has been promoted with more than 2,000 hectares of mine waste being planted with greenery, of which more than 1,800 hectares in Quang Ninh alone. TKV has also built and stably operated 45 underground and open-pit mine wastewater treatment plants, treating 140-150 million m³ of wastewater per year , of which about 15-20% is reused for production.
Not only stopping at water treatment, TKV also pays special attention to solid waste and hazardous waste treatment. In Duong Huy commune, Cam Pha city, the Group has invested in building a hazardous industrial waste treatment plant with a capacity of 6,900 tons/year, capable of handling all hazardous waste generated from member units in the province. In addition, TKV also dredging and renovating the drainage system of rivers and streams, building upstream settling ponds to prevent flooding and silting in downstream areas, thereby protecting water resources and controlling natural disasters. Since the beginning of 2025, TKV units have dredged 13 streams and settling pits with a total volume of more than 200,000m³ of soil and rock.
To reduce dust and improve the environment in production areas, the Group has invested in 125 high-pressure dust suppression misting machines, along with 167 road watering trucks, of which 136 trucks serve the Quang Ninh region alone, and 4 specialized mine watering trucks with a large capacity of 50m³ to increase dust control efficiency. These measures have gradually improved air quality in mines, minimizing impacts on neighboring residential areas and workers' health.
Currently, TKV is also proactively investing in infrastructure planning, gradually preventing pollution risks from the root. The Group has completed the construction of a 47.5km coal conveyor system, which helps reduce dust, noise and pressure on urban traffic. Along with that is 110km of specialized mine roads, replacing the residential road system, contributing to maintaining security, order and environmental sanitation. Mechanization in mining is also promoted by TKV with a synchronous and modern equipment system for both open-pit and underground mines, helping to improve labor productivity, reduce material consumption, and reduce the use of wood to support the furnace, thereby contributing to protecting forests and natural resources.
A highlight is the development and implementation of the Environmental Protection Project for the Quang Ninh Coal Region until 2030, with a vision to 2045. The project focuses on key solutions such as greening waste dumps, landscape improvement, recycling and reusing waste such as mine wastewater, ash, slag, and soil and rock as filling materials; conveyor belts and misting to suppress dust in coal transportation; upgrading production infrastructure and building solid dust-proof nets at processing plants. In particular, TKV is aiming for the model of "factory in the park" - a symbol of the harmony between industrial production and environmentally friendly green space.
In addition, TKV is also actively implementing strategic tasks on climate change response, including greenhouse gas inventory, developing and implementing an emission reduction plan in accordance with Vietnam's commitment roadmap at the COP26 Conference. In 2025, the Group will approve and implement the Greenhouse Gas Emission Mitigation Action Plan for the period up to 2030, with a vision to 2050, towards the goal of net zero emissions by 2050. This is a clear goal, demonstrating the long-term strategic vision of the Coal industry for sustainable development.
Currently, TKV identifies raising awareness of environmental protection for its staff, party members and employees as one of its key tasks. Movements such as building a “Bright - Green - Clean” environment, reducing plastic waste in the workplace and living areas, and practicing a green lifestyle have been widely deployed throughout the Group.
The results achieved show that the Coal industry has changed dramatically in both thinking and action, gradually eliminating the image of heavy industry associated with dust and waste dumps, moving towards a green development model, harmonizing exploitation and environmental protection.
Towards sustainable development and zero plastic waste
Realizing the importance of environmental protection in sustainable development, in recent years, Quang Ninh province has had many synchronous, creative and drastic solutions to improve the quality of the living environment, proactively respond to climate change, control waste pollution, especially plastic pollution - an issue that is becoming increasingly urgent globally.
Following the Central's directives such as Resolution No. 7 of the 11th Central Committee, Resolution No. 24-NQ/TW, Conclusions No. 56-KL/TW (2019) and 81-KL/TW (2024) of the Politburo, Quang Ninh province has concretized them with a system of fundamental and long-term directive documents. Notably, Resolution No. 10-NQ/TU dated September 26, 2022 of the Provincial Party Committee on strengthening the Party's leadership in resource management, environmental protection, climate change response, and ensuring water security for the period 2022-2030. Since then, specific action plans and programs have been implemented, such as the Ocean Plastic Waste Prevention Plan; the "Anti-Plastic Waste" movement (2019); Plan to implement Directive No. 33/CT-TTg on strengthening management and recycling of plastic waste (2021); or National Environmental Protection Strategy to 2030, vision to 2050...
Not only stopping at policies, Quang Ninh province has quickly implemented many effective practical models with high spreading effects. As one of the first localities in the country to launch a campaign against plastic waste across the province since 2019, Quang Ninh has mobilized the participation of the entire political system, businesses and people. In particular, Co To island district has become a pioneer with the Project "Say no to plastic waste", concretized by a separate resolution of the Party Committee - the only model in the country up to now.
Initiatives such as “Ha Long Bay without plastic waste”, the “Vrac-Bank” program of local enterprises, along with the “Green Saturday” movement, “Green Journey”, the campaign to collect garbage along the coast, Ha Long Bay... have contributed to forming an environmentally friendly lifestyle, raising awareness and changing community behavior in the use, consumption and disposal of plastic. In addition, local technical regulations such as on materials for making buoys in aquaculture, management of tourist boat activities in Ha Long Bay, Bai Tu Long... also show the synchronous concretization of environmental protection solutions from policy to practice.
On June 1, the Ministry of Agriculture and Environment coordinated with the Provincial People's Committee to organize a rally in response to World Environment Day (June 5) and the Environmental Action Month 2025 with the theme "Fighting plastic pollution". This event clearly demonstrated the determination of Quang Ninh province in implementing activities against plastic pollution. The province called on sectors, agencies, unions, local authorities, organizations, individuals and enterprises to continue to pay attention to directing, guiding and proactively organizing practical activities, focusing on comprehensive innovation in propaganda and dissemination of policies and laws on environmental protection; at the same time, perfecting policies, promoting production and recycling of waste in an environmentally friendly manner. Along with that, the province organized the Peak Action Month for the Environment 2025, associated with the national campaign "Join hands to reduce plastic waste - Spreading green lifestyle".
In addition to plastic waste collection and treatment activities, Quang Ninh has also pioneered in replacing styrofoam buoys with HDPE buoys in aquaculture activities to minimize negative impacts on the environment. Not only that, many corporations and businesses in the area have also implemented circular economic models to reduce pollution and promote sustainable development.
Sharing about the province's environmental protection work, Ms. Tran Thi Huong, Director of Green Life Ha Long Cooperative, said: Quang Ninh province has shown strong determination in environmental protection work with many practical policies and programs, aiming at sustainable development and comprehensive greening. In the context of increasingly serious climate change and environmental pollution becoming an urgent challenge, the province has proactively issued resolutions and action plans to raise awareness, manage resources and prevent pollution, especially plastic pollution.

From materials that seem to be waste, we collect, classify, process and recycle to create new products, contributing to reducing waste and spreading green lifestyle in the community. Mr. Nguyen Nhu Hanh, Deputy Director of the Department of Agriculture and Environment, affirmed: The province is on the right track in environmental protection with many important steps forward. Notably, the province has been implementing many synchronous and creative policies to reduce pollution, especially plastic pollution - one of the major challenges today. With high determination, the province is focusing on propaganda, mobilization and creating favorable conditions to gradually change the habit of using plastic in the community, towards the goal of completely ending the use of disposable plastic products. This is considered an important turning point, contributing to building a green - clean - beautiful environment, while promoting the development of a circular and sustainable economy in Quang Ninh.
