On December 12th, in Hanoi, the Ministry of Science and Technology (MST) held the Announcement Ceremony and Scientific Workshop on the "Science and Technology Research Program to Achieve Net Zero Emissions in Vietnam (KC.16/24-30)".

The NetZero Science and Technology Program focuses on green technologies and technologies that reduce greenhouse gas emissions.

The Net Zero Science and Technology Program is one of the swift and timely actions taken by the Ministry of Science and Technology in implementing the directives of the Party, Government, and Prime Minister to immediately establish a national science and technology program directly serving the goal of achieving net-zero emissions by 2050 in Vietnam. This program runs parallel to other national science and technology programs that have been and are being implemented to jointly promote science and technology solutions, especially towards green technologies and greenhouse gas emission reduction technologies, contributing to fulfilling Vietnam's commitments at the 2021 United Nations Climate Change Summit (COP26).

Speaking at the announcement ceremony, Minister of Science and Technology Huynh Thanh Dat said that, in accordance with the Prime Minister's directive, the Ministry of Science and Technology has coordinated with agencies, organizations, scientists , and experts to urgently develop and issue the National Science and Technology Program with code number KC.16/24-30, aiming to achieve net-zero emissions in Vietnam.

This program will run in parallel with other national science and technology programs that have been and are being implemented to jointly promote science and technology solutions, especially those aimed at green technologies and greenhouse gas emission reduction technologies, contributing to fulfilling Vietnam's commitments at the 2021 United Nations Climate Change Summit (COP26).

The NetZero Science and Technology Program will serve as a foundation for creating breakthrough solutions in carbon capture and storage technology, reducing greenhouse gas emissions, moving towards a green and circular economy, and improving the quality of Vietnam's living environment; promoting technological development, innovation, and job creation in the green technology sector, while enhancing competitiveness and promoting green growth and sustainable development in Vietnam.

The Minister hopes that the Program will be widely disseminated to all business communities, research institutes, universities, and experts and scientists nationwide to jointly research, develop, decipher, and apply new technologies, green technologies, and technologies that reduce greenhouse gas emissions in all industries and fields.

Therefore, let's work together to research and propose mechanisms, policies, and standards to promote green transformation models, circular economy, and green growth, contributing to creating momentum for socio-economic development and proactively responding to increasingly complex climate change.

Objectives and main contents of the Program

Introducing the objectives and main contents of the Program, Mr. Nguyen Hoang Linh, Director of the Department of Technology Assessment, Evaluation and Inspection, Ministry of Science and Technology, stated: The national science and technology program until 2030: "Scientific and technological research serving the goal of achieving net zero emissions in Vietnam" is designed to meet the requirements of emission reduction and adaptation to climate change, supporting Vietnam in achieving the Net Zero goal by 2050. Along with that, it addresses challenges in research, development and application of green technologies and low-carbon technologies in various fields; and fulfills the tasks assigned by the Prime Minister to the Ministry of Science and Technology regarding scientific and technological research and development related to greenhouse gas emission reduction, green growth, and circular economy…

At the workshop, Mr. Nguyen Hoang Linh also provided information on 8 proposed contents and expected products of the Program. Accordingly, the framework of the Program includes conducting research to improve mechanisms and legal policies serving the goal of achieving Net Zero in Vietnam; researching the theoretical and practical basis for designing, building, and testing models and proposing solutions for social transformation, green growth, green transition, circular economy, and low carbon emissions with the goal of achieving net zero emissions in Vietnam.

In addition, research will be conducted on the scientific and practical basis, proposing solutions and conditions to improve the quality of human resources to support the achievement of the Net Zero goal; developing and applying management and technical solutions to serve the efficient exploitation and utilization of raw materials/fuels in production; and technical and technological solutions for carbon recovery, utilization, and storage in various industries and sectors.

The program also includes scientific research, development, decoding, application of technologies, technical solutions, and management measures for the development of sustainable transportation, logistics, and infrastructure models that reduce greenhouse gas emissions; and scientific research, development, decoding, application of technologies, technical solutions, and management measures for the development of green, low-carbon, and sustainable construction, urban, and infrastructure models that contribute to reducing greenhouse gas emissions in design, construction, operation, and management.

The Director of the Department of Technology Assessment, Evaluation and Inspection stated: The program also proposes research content on science, development, decoding, application of technology, technical solutions, and management measures to serve the development of circular agriculture and reduce emissions in agricultural production; research, development, decoding, application of technology, technical solutions, and management measures for monitoring, analyzing, reporting, forecasting, and warning of emission risks and greenhouse gas inventory.

The program is expected to deliver several key products, including: theoretical and practical foundations, reports, and supplementary proposals to improve and enhance the effectiveness of mechanisms, policies, laws, and standards serving the goal of achieving net-zero emissions in Vietnam; models and solutions for green, circular, and low-carbon socio-economic development; and solutions to enhance human capacity to meet the goal of achieving net-zero emissions in Vietnam. Alongside these are technologies and equipment serving the goal of green growth, circular economy, greenhouse gas emission reduction, low-carbon emission technologies, carbon capture, utilization, and storage technologies, cleaner, circular, and environmentally friendly production technologies in various sectors; technologies for greenhouse gas warning, forecasting, and inventory; carbon capture and storage technologies and equipment; and technologies, techniques, and solutions for methane reduction. The expected products also include: databases, software; products related to intellectual property, inventions, utility models, industrial designs, trademarks, copyrights, new plant varieties, semiconductor integrated circuit layout designs; monographs, publications in domestic and international journals; and training products.
