Digital transformation to improve the efficiency of ethnic work

Implementing the direction of the Central and the province on developing e-government and the National Digital Transformation Program, the Provincial Ethnic Committee coordinates with relevant departments, branches and sectors to effectively direct the application of information technology (IT), carry out digital transformation in ethnic work and in ethnic minority areas, contributing to improving the effectiveness of ethnic work in the province.

The Provincial Ethnic Committee issued many documents, developed plans for IT application and digital transformation, perfected e-government, towards digital government in the period of 2022 - 2025, with a vision to 2030; established a steering committee for digital transformation, advised and proposed to help the Head of the Provincial Ethnic Committee direct the implementation of policies, projects, tasks, targets and plans for digital transformation. Promote propaganda, dissemination and raise awareness of cadres, civil servants and employees about the necessity and urgency of digital transformation; upgrade IT to serve the task of state management of ethnic affairs in the province, gradually transform working methods from direct to online working methods and maximize data digitization to increase the effectiveness of task implementation. Organize conferences, training courses, and workshops to improve the ability to use computers, access the Internet, exploit and apply IT for cadres working on ethnic affairs from the province to the grassroots level, cadres, civil servants, public employees, and people in ethnic minority areas...

In order to ensure the equipment requirements meet the requirements of IT application, ready to develop e- government and network information security, in 2022, the Ethnic Committee will allocate 378.5 million VND to repair and purchase new computer equipment, upgrade network equipment... to ensure that 100% of civil servants and public employees have computers to work on, upgrade and develop local area network (LAN) infrastructure. Maintain the application of office software, accounting software, personnel management software, specialized software to serve the work; build an online dialogue forum system for ethnic work... To date, 100% of civil servants are equipped with computers to serve their work, 100% of computers are connected to the Internet. The department receiving and returning administrative procedure results is equipped with 1 computer connected to the Internet, 1 printer, 1 scanner, 1 photocopier to meet the requirements of the task. Fully equip technological equipment and essential facilities to enhance the application of IT in organizing online meetings in accordance with innovation requirements; install a security camera surveillance system at the headquarters of the Ethnic Committee.

Effectively deploy document management and administration software, direct and direct work on the software system towards not using paper documents in agency operations. Promote the application of specialized digital signatures in sending and receiving electronic documents between agencies in the state administrative system. Apply and connect specialized database information systems deployed by the central government in the province. 100% of periodic reports (excluding confidential content) of agencies are updated on the province's reporting information system and connected to the Government reporting information system, effectively serving management, direction and administration activities. Fully update civil servant and public employee records data into the personnel management software. The Ethnic Minorities Committee has implemented many measures to strengthen management, ensure network safety and security for agencies and units.

The application of IT and digital transformation in ethnic work has achieved positive results. Up to now, 100% of civil servants are able to proficiently use computers and specialized applications for work, exploiting necessary information on the Internet to apply in practice; 100% of civil servants' computers are installed with anti-virus and anti-malware software for personal computers; the network system and database information system on ethnic work of the Committee are approved for level 2 security. 100% of documents submitted to the Provincial People's Committee and 100% of documents exchanged between provincial departments, branches, and sectors, and district People's Committees (except confidential documents) are in electronic form (including documents sent in parallel with paper documents); 100% of civil servants are provided with email boxes and regularly use them in their work. Effectively implement specialized digital signatures in exchanging electronic documents on sending and receiving electronic documents between agencies in the state administrative system and under the direction of the Provincial People's Committee; over 90% of the unit's work files are processed in the network environment (excluding files for processing confidential work); 100% of administrative procedures under the authority of settlement in the ethnic minority field are processed on the VNPT -iGate electronic one-stop software, 100% of administrative procedures that meet the prescribed conditions are provided in the form of level 4 online public services.

The Ethnic Minorities Committee regularly maintains and updates information on the Committee's website and publicly discloses information on the website in accordance with regulations. Sends civil servants in charge of IT to attend training courses and professional development courses on IT to improve work efficiency. Organizes the use and effective exploitation of the features of VNPT's document management and administration software - iOffice, iGate to serve management and professional tasks. Regularly reviews, maintains and repairs the internal network system and IT equipment at the unit to ensure smooth direction and administration of the Ethnic Minorities Committee's leaders in the network environment. The Ethnic Minorities Committee propagates and disseminates to all civil servants and employees about digital transformation, digital applications, digital skills, digital citizens, digital culture; electronic payment, use of non-cash payment services. Civil servants and employees using smart devices install and use smart applications deployed by the province.

The application of IT and digital transformation in ethnic work meets the need to connect and synthesize information from the collection system in districts and communes in the province; integrate the data axis of the provincial ethnic work information system with the data system of the Ethnic Committee, contributing to accelerating the implementation of policies related to ethnic minority areas and effectively implementing the National Target Program on socio -economic development in ethnic minority and mountainous areas for the period 2021 - 2030.
