At a recent meeting chaired by Vice Chairman of the Provincial People's Committee Ho Quang Buu - Deputy Head of the Standing Committee of the Provincial Steering Committee for Administrative Reform, Digital Transformation and Project 06, Lieutenant Colonel Nguyen Thanh Nhan - Head of the Police Department for Administrative Management of Social Order (Provincial Police) informed that Quang Nam is one of 10 localities at risk of not completing the digitization of civil registration data in 2024. Currently, Quang Nam has only completed 70% of the task of splitting and separating data for commune-level People's Committees to update data into the Ministry of Justice 's 158 software.
Furthermore, regarding the digitization of land data, the Department of Natural Resources and Environment has not yet developed a roadmap and timeline for digitizing land use right certificates and assets attached to land in the province, posing a risk of not completing the progress according to Directive No. 04, dated February 11, 2024, of the Prime Minister and the guidelines for cleaning up land data from the Department of Administrative Management of Social Order ( Ministry of Public Security ).
"The implementation of health insurance (HI) medical examination and treatment using chip-embedded citizen ID cards, ID cards, and the VNeID application has a new QR code scanning rate of 62.58%. According to the assessment of the Government's Project 06 Task Force, the rate of integrating electronic health records/HI card codes on the VNeID application is still low, ranking 53rd out of 63 nationwide."
"Through inspections of security measures for systems and equipment related to the national population database, many shortcomings have been identified. The Management Board of Economic Zones and Industrial Parks, and the Department of Culture, Sports and Tourism have not yet implemented models related to AI cameras," said Lieutenant Colonel Nguyen Thanh Nhan.
Colonel Vo Thi Trinh, Deputy Director of the Quang Nam Provincial Police, requested that provincial leaders consider the responsibility of collectives and individuals for the delay in completing the targets of Project 06; the Departments of Justice, Natural Resources and Environment, and Health must pay close attention and provide decisive direction.
“We share the difficulties regarding infrastructure and staffing in various sectors, but the central government only compares what other provinces have achieved and asks why Quang Nam cannot. There isn't much time left in the year, so we need specific timelines, avoiding vague statements. The police have identified their ongoing role and have provided close guidance; local police forces are very determined, but they need the support of other departments and agencies,” said Colonel Vo Thi Trinh.
The data warehouse needs to be filled.
According to Mr. Nguyen Duc Binh, Director of the Department of Information and Communications, Quang Nam currently ranks among the top in terms of digital platforms and applications, but the development of data warehouses is still slow and incomplete.
“The digital transformation plan for 2024 is challenging because we started from a low base. The biggest obstacle is building a database to put on a shared system. According to the provincial leadership's determination, from January 1, 2025, Quang Nam will monitor, manage, consult, and make decisions from all levels of government on the IOC (Integrated Operations Center). This is a huge pressure on the province. The data warehouse is still located within various sectors. We've built a warehouse, but it's empty; we must be determined to fill this warehouse with data from all sectors,” Mr. Binh shared.
Commenting on the administrative reform, digital transformation, and implementation of Project 06 in the province over the past period, Vice Chairman of the Provincial People's Committee Ho Quang Buu said that the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have paid great attention, but on the part of the sectors and localities, some places are still only at the level of... raising awareness.
"Raising awareness is right, but we can't stop there. The numbers speak for themselves; Quang Nam can't just keep explaining the reasons for the delays while the results and numbers remain sluggish at the bottom of the country."
Now, the task is to review the content of the assigned tasks, focusing on improving the quality of the 25 essential public services and the services specified in Decision No. 422/QD-TTg, and implementing the 43 models of Project 06 within the stipulated timeframe.
"Propaganda activities must be strong, decisive, innovative, and quantifiable. The community digital technology team must play a guiding role in installing, activating, and using electronic identification accounts, integrating health insurance cards and other documents on VNeID, and the steps for issuing criminal record certificates on VNeID..." - said Vice Chairman of the Provincial People's Committee Ho Quang Buu.
For the members of the Provincial Project 06 Task Force, Vice Chairman of the Provincial People's Committee Ho Quang Buu requested that heads of departments and agencies and leaders of localities clearly define their tasks, focus on clarifying limitations, identify bottlenecks within their jurisdiction to resolve them, and report promptly with specific solutions, avoiding mere formality.
Regarding databases, Vice Chairman of the Provincial People's Committee Ho Quang Buu requested that all departments proactively build and complete databases. Specifically, the digitization of civil registration data must be achieved at 100%. "For localities that are weak or lack determination, the Provincial People's Committee will direct and request the Provincial Party Committee to ask the district, town, and city Party secretaries to get involved," Mr. Buu emphasized.
