Comprehensive digital transformation after organizational restructuring: Spirit of urgent and decisive action

The plan to promote interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the political system's apparatus demonstrates the spirit of urgent and drastic action with a clear two-phase roadmap, specific tasks and responsibilities assigned to each level and each sector.

On June 19, Standing member of the Secretariat Tran Cam Tu, Deputy Head of the Central Steering Committee for Science, Technology, Innovation and Digital Transformation signed and issued Plan 02-KH/BCĐTW on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the political system's apparatus.

Identify as a breakthrough tool

At the ongoing 9th Session, the National Assembly passed many important contents including: Resolution amending and supplementing a number of articles of the 2013 Constitution; Law on Organization of Local Government (amended); and Resolution on the arrangement of provincial-level administrative units.

These are historic decisions not only to streamline the apparatus and improve the quality of public services, but also to open up new development space and promote the country's rapid and sustainable development.

However, the challenge is how to make the new apparatus - more streamlined but still ensure effective and smooth operation from July 1, 2025.

In that context, digital transformation is identified as a breakthrough tool, allowing the reorganization of the entire operation of the apparatus on the basis of digitalization, digital data and digital interaction.

Plan No. 02-KH/BCĐTW was issued promptly, not simply as a technical solution, but as a comprehensive political-administrative reform strategy, requiring the entire political system to move synchronously, consistently and decisively.

The plan emphasizes that digital transformation cannot be approached by simply investing in equipment and software and then attaching it to old processes. This is a process that requires innovation in thinking, work organization methods, and ways of operating the apparatus, in which people and businesses are placed at the center, and people's satisfaction is the most important measure.

The plan is implemented in two phases:

Urgent phase (until June 30, 2025): Focus on immediately removing institutional, infrastructure, and data bottlenecks to ensure that the two-level local government system after the merger operates smoothly, continuously, and effectively from July 1, 2025. Avoid interruptions or congestion in handling administrative procedures, affecting the normal operations of people and businesses.

Breakthrough phase (by December 31, 2025): Fundamentally overcome inherent shortcomings and weaknesses in digital transformation throughout the entire political system. Complete shared platforms, standardize and connect important databases, substantially improve the quality of online public services, and create a solid foundation for the next stage of development.

The plan clearly identifies specific objectives for each phase. Notably, from July 1, 2025 to the end of 2025, the provision of online public services on the National Public Service Portal for all administrative procedures eligible for provision of online public services in full or in part will be implemented in a unified and synchronous manner nationwide, gradually replacing individual online public services at the provincial level.

In particular, ensuring the maintenance and effective provision of 25 integrated online public services on the National Public Service Portal to serve people and businesses; providing 982 online public services with an average number of records of each public service generating at least 1,000 records/year/province; providing online public services for 1,139 administrative procedures with record components replaced by data, reducing paperwork and costs...

Three breakthrough solutions that lead the way

To realize the set goals, the Plan clearly identifies three leading breakthrough solutions, which are the consistent content throughout the entire implementation process, to ensure that digital transformation in the political system is carried out in a synchronous, effective and sustainable manner.

Specifically, those three breakthrough solutions include:

Firstly , unifying the digital experience for people and businesses through establishing a unique two-component interaction model: VNeID is the “digital key” for identification, authentication, providing electronic documents and receiving official notifications from the government; The National Public Service Portal is the only “one-stop shop” to carry out all administrative procedures.

The focus of this solution is to develop an interactive electronic declaration platform on the National Public Service Portal, helping to reuse data and minimize the documents and papers that people and businesses must submit.

Second , modernize the method of directing and operating the political system based on digital data and field monitoring capacity; in parallel with building transparent digital platforms for people, businesses and organizations to effectively exercise their rights of supervision and criticism.

Third , the Party - Government - Front digital document management system: Perfecting the unified interconnected platform, ensuring the sending and receiving of electronic documents (including confidential documents) smoothly, safely and securely between all agencies in the political system.

The plan also mentions specific task groups according to 6 pillars : institutions, technical infrastructure, data, platforms, human resources and finance – with a total of 67 tasks divided into two phases.

The plan establishes a streamlined architectural model, focusing on the core functions of digital government, operating on the principle of “One unified system - One single data - One seamless service”. In which, the Central Steering Committee plays the role of Commander-in-Chief.

The Government and Ministries issue standards and regulations and are responsible for national data management and implementation. The Provincial Steering Committee is the agency fully responsible for implementation at the local level. Commune level: is the implementation level, the frontline serving the people, ensuring the smooth implementation of public services and the creation of new data that is "correct - sufficient - clean - alive - unified - shared" from July 1, 2025.

In particular, people and businesses will interact with the entire system through a single window, the National Public Service Portal and the VNeID application.

The plan requires the entire political system to implement it with a spirit of urgency, determination, and synchronization, with specific products and clear progress. All tasks must be linked to the responsibility of the leader, taking actual effectiveness and the satisfaction of the people and businesses as the measure.

Implementation must avoid formality and fragmentation, ensuring smooth connection between levels and sectors. Information security and safety are identified as prerequisites, must be strictly controlled and strictly complied with.

Plan No. 02-KH/BCĐTW is a timely and strategic step to specify the arrangement of the organizational apparatus associated with innovation in operating methods in the digital transformation period.

The consistent goal is not only to ensure connectivity and synchronization throughout the entire political system, but more importantly, to create a modern, effective and efficient national governance model, in which people and businesses are truly placed at the center of all service activities.
