According to statistics from the Vietnam Road Administration, the country currently has more than 3/5.8 million traffic accounts connected to non-cash payment methods. However, there are still about 2.8 million accounts that have not been converted, of which about 900,000 accounts still generate transactions through toll stations, but have not linked the source of money.
From October 1, 2025, car owners must identify and link a valid payment method to be allowed to top up to use the non-stop toll lane. The main reason is that some vehicle owners are not really interested, do not have the need to travel through the station or have difficulty linking with bank accounts.
To resolve the problem, the Vietnam Road Administration has directed investors and BOT project enterprises to coordinate with VETC and Epass service providers, and arrange staff to be on duty 24/7 at toll stations. This force is responsible for guiding and supporting vehicle owners in connecting their traffic accounts, and coordinating with relevant units to promptly resolve technical or procedural difficulties.
In addition, communication work is being promoted to raise people's awareness of the benefits of electronic payments, facilitating traffic and reducing congestion at toll stations.
The Vietnam Road Administration said that the initial phase of implementing non-stop electronic toll collection also encountered many difficulties in card pasting, money loading, or service operations. However, thanks to the drastic participation of the authorities and the consensus of the people, this system has now proven to be clearly effective, reducing congestion and saving social costs.

The Vietnam Road Administration recommends that relevant agencies and road payment service providers continue to widely disseminate information; at the same time, encourage vehicle owners to soon convert toll collection accounts to traffic accounts. This not only complies with the provisions of Decree 119/2024/ND-CP, but also contributes to modernizing traffic infrastructure, saving time and costs for society.
