Shifting focus from anti-corruption to anti-negativity

(LĐ online) - On September 25, Comrade Nguyen Thai Hoc - Acting Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee for Anti-Corruption and Negative Practices (PCTNTC) chaired the 9th meeting.

Comrade Nguyen Thai Hoc - Acting Secretary of the Provincial Party Committee, Head of the Steering Committee for Anti-Corruption and Prevention of Corruption in Lam Dong province directed that the implementation of the task of combating corruption and prevention of corruption must be resolute and must be prevented right within the force performing the task of combating corruption and prevention of corruption.

Attending the meeting were all members of the Provincial Steering Committee for Anti-Corruption, comrades: Nguyen Khac Binh - Chairman of the Provincial Party Committee's Inspection Committee; Vu Tuan Anh - Deputy Head of the Provincial Party Committee's Internal Affairs Committee; Dinh Xuan Huy - Deputy Director, Head of the Provincial Police Investigation Agency; and representatives of relevant agencies and units.

The meeting was held to evaluate the activities in the first 9 months of the year, key tasks and solutions for the last 3 months of 2024; review and evaluate the results of handling cases and incidents under the supervision, urging and direction of the Provincial Party Standing Committee and the Steering Committee in the first 9 months of 2024; review, comment and agree on the Draft Regulation on criteria and procedures for including cases and incidents under the supervision and direction of the Steering Committee and ending the supervision and direction.

Speaking at the opening of the 9th Session, Acting Secretary of the Provincial Party Committee, Head of the Steering Committee for Anti-Corruption in Lam Dong Province Nguyen Thai Hoc asked the members of the Steering Committee and leaders and heads of the province's internal affairs agencies to give their opinions, review and evaluate the 9-month activity report, determine the direction and tasks for the last 3 months of the year and propose specific solutions and measures to promote the best effectiveness in the current anti-corruption work.

At the same time, evaluate the results of the fight against corruption in the past time and what are the remaining shortcomings and limitations; need to discuss and evaluate more carefully, identify clearly, closely to reality, not rely on general reports, from which to propose effective solutions in the coming time.

Comrade Nguyen Thai Hoc also requested the members of the Steering Committee to closely monitor public opinion and people's concerns, reflections related to areas such as natural resources and environment, investigation, prosecution, trial, personnel work... whether there are negative and harassing acts or not, so that measures and solutions can be taken to resolve and handle them thoroughly. How is the coordination between agencies in performing the task of fighting corruption currently? How have the cases under the supervision and direction of the Standing Committee and the Steering Committee for Corruption Prevention and Control been implemented, what are the results, which cases have been completed, which cases are in progress, where are the difficulties, focus on handling them thoroughly, not dragging them out for a long time, contributing to consolidating and creating trust among the people.

THE FIGHT AGAINST CHEMICAL CHEMISTRY IS ATTENTIVELY AND SUPPORTED BY THE PEOPLE

At the meeting, members of the Provincial Steering Committee for Anti-Corruption and Prevention agreed to assess and evaluate a number of contents. Accordingly, in the first 9 months of 2024, the Steering Committee and the Standing Committee of the Steering Committee will continue to focus on leading and directing the implementation of anti-corruption work in a complete, timely, serious, effective, focused and key manner, contributing to improving the quality and effectiveness of anti-corruption work in the locality.

The propaganda and education work on anti-corruption and culture of integrity in the province continues to be promoted in many diverse and rich forms; the focus is on propagating and thoroughly implementing Directive No. 34-CT/TU, dated April 20, 2024 of the Provincial Party Standing Committee. The role of the Fatherland Front, the press and the people in anti-corruption work is increasingly promoted effectively and positively.

The activities of the Steering Committee and the Standing Committee of the Steering Committee were organized and implemented in a disciplined, methodical, and consistent manner, and the quality was improved; the Head of the Steering Committee and members of the Steering Committee focused on directing the work of anti-corruption in the locality, so in the first 9 months of the year, especially in the third quarter of 2024, many cases of corruption and negativity were discovered and promptly and strictly handled in accordance with legal regulations; discipline and administrative discipline in many agencies, localities, and units were gradually improved; the work of combating anti-corruption received the attention and support of the people in the province.

Agencies, localities and units have proactively detected, investigated and strictly handled many serious and complicated corruption cases and incidents that have attracted public attention, especially in the fields of natural resources and environment, land management, capital construction investment management, etc. The Steering Committee has focused on directing the settlement of cases and incidents that are under the direction of the Steering Committee and the Standing Committee of the Provincial Party Committee; at the same time, put 1 case of violation of construction order that has attracted public attention into the monitoring and direction list; recommended the Central Steering Committee to end the monitoring and direction of 3 cases and incidents in the locality. The prosecution agencies have initiated new prosecutions of 14 cases/18 defendants; issued investigation conclusions of 13 cases/32 defendants; prosecuted 18 cases/33 defendants; resolved and tried 17/27 defendants for corruption and negative crimes.

Inspection, examination, supervision of anti-corruption and handling of complaints, denunciations, recommendations, and reflections on corruption and negativity have been strengthened. The Inspection Committees at all levels have discovered 4 party organizations and 8 party members who have violated but not yet reached the level of disciplinary action, 3 party members must be disciplined; 18 party members involved in corruption and negativity cases and incidents have been disciplined. The inspection sector has recommended disciplinary action against 2 cases of negative behavior; 5 cases with signs of crime have been transferred to the investigation agency. The provincial police have discovered and disciplined 21 cases of corruption and negativity. The Steering Committee has completed 1 supervision of anti-corruption work for 1 district-level Party Committee, through the supervision, made recommendations to correct shortcomings, problems, and limitations.

The members of the Steering Committee have effectively implemented solutions to prevent corruption and negativity; shifted the focus from preventing and combating corruption to preventing and combating negativity; strictly handled negative behaviors in the fields, sectors, and areas assigned to manage and monitor. With the spirit of handling violations according to the provisions of the law, absolutely no cover-up or tolerance. Through the work of receiving people in September 2024, the Head of the Steering Committee directed the Investigation Police Agency of the Provincial Police to coordinate with relevant agencies to focus on investigating and handling violations by officials of the Department of Natural Resources and Environment of the province. Currently, the case has been prosecuted and the accused has been prosecuted according to regulations.

Asset recovery in corruption and negative cases has been carried out effectively by civil prosecution and enforcement agencies at all levels. In the first 9 months of 2024, prosecution agencies recovered VND 14,800.8 million/VND 40,131.7 million (36.9%); civil enforcement agencies recovered VND 160.75 billion/VND 161.65 billion (99.4%).

CORRUPTION AND NEGATIVE SITUATION IS STILL COMPLEX

Members of the Provincial Steering Committee for Anti-Corruption and Disruption also agreed to identify a number of limitations and shortcomings in anti-corruption work. These include: The situation of corruption and negativity in the province is still complicated, while the work of detecting and handling violations in the past has not met the requirements of anti-corruption tasks in the current period; there are still serious corruption and negativity cases; a number of cadres and party members violate Party regulations and State laws, leading to criminal and disciplinary action according to regulations.

The situation of working half-heartedly, shirking responsibility, avoiding responsibility, and fear of responsibility by a number of cadres, civil servants, and public employees still occurs in a number of agencies and units.

Although the detection and handling of corruption and negativity by functional agencies through internal inspection and examination work has received attention, it is still limited.

The handling and resolution of a number of cases and incidents under the supervision and direction of the Provincial Party Standing Committee and the Steering Committee are still behind schedule.

The causes of limitations and shortcomings are: The awareness of some party committees, cadres, party members, especially those in some agencies, localities, and units about the work of PCTNTC is not complete, there is no strong direction, and implementation solutions are not synchronous.

Members of the Steering Committee have not been really resolute, especially in the sectors, fields, and localities under their supervision and direction; have not been proactive and resolute in directing agencies and functional departments to promptly resolve cases and incidents under the supervision and direction of the Provincial Party Standing Committee and the Steering Committee.

Some cadres and party members, including leaders, lack self-cultivation and training, leading to violations of Party regulations and State laws.

CLEAN UP THE STAFF

Concluding the meeting, comrade Nguyen Thai Hoc - Acting Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee for Anti-Corruption and Prevention acknowledged and evaluated the achievements of the Steering Committee for Anti-Corruption and Prevention in the first 9 months of 2024. At the same time, he directed the implementation of a number of key tasks in the last 3 months of 2024 for Party committees, Party organizations, and functional agencies to implement in order to improve the effectiveness of anti-corruption and prevention work in the province.

Specifically, the Steering Committee and members of the Steering Committee focus on implementing the tasks, ensuring the completion of tasks according to the Steering Committee's 2024 Work Program; continue to resolutely direct the work of PCTNTC, identifying this as an important and regular task, so it is necessary to pay attention to directing the implementation with high determination, focus, key points, and synchronous and effective implementation solutions; each member of the Steering Committee focuses on reviewing, proactively detecting and handling corruption and negativity in agencies and units and is responsible for the assigned fields, sectors and areas of responsibility and monitoring.

All levels, sectors and localities in the province continue to promote the work of PCTNTC according to the motto of shifting the focus from preventing and fighting corruption to preventing and fighting negativity; cleaning up the cadre team, resolutely handling the situation of shirking, avoiding, working half-heartedly, and being afraid of making mistakes by a number of cadres, civil servants and public employees. Promptly conclude and thoroughly handle party organizations and party members who have committed violations related to cases, incidents, complaints and denunciations of corruption and negativity to serve the preparation work for the Party Congresses at all levels and the 12th Provincial Party Congress. Strengthen control over the exercise of power, strictly and promptly handle corruption and negativity violations in agencies with PCTNTC functions. Strictly handle the political responsibility of the head and deputy head for corruption and negativity occurring in the agencies, organizations and units under their management and responsibility; At the same time, continue to review, consider dismissal, resignation, and assign other work to officials after being disciplined in accordance with the regulations of the Politburo .

Strengthening coordination between functional agencies in anti-corruption work, especially in the process of inspection, examination, investigation, prosecution, trial, and execution of judgments; promoting inspection, examination, and supervision of sectors and fields prone to corruption and negativity such as: natural resources - environment, land management, mineral exploitation, construction order management, capital construction investment, etc., contributing to stabilizing the political security situation and social order and safety in the locality.

Lead and direct the improvement of the effectiveness of propaganda, dissemination, education, building a culture of integrity, anti-corruption and negativity among cadres, party members and people; effectively implement Regulation No. 144-QD/TW, dated May 9, 2024 of the Politburo on revolutionary ethical standards of cadres and party members in the new period and Directive No. 34-CT/TU, dated April 20, 2024 of the Provincial Party Standing Committee; improve the effectiveness and efficiency of the supervision work of elected bodies, the Vietnam Fatherland Front of the province, socio-political organizations, the press and people in the fight against corruption.

The authorities continue to review and propose to put corruption and negative cases and incidents; cases and incidents of special public interest under the monitoring and direction of the Steering Committee to focus on directing and handling them thoroughly, not allowing them to drag on, affecting the security and political situation in the province.

Improve the effectiveness of implementing anti-corruption solutions; have solutions to effectively overcome the situation of "harassment" and causing inconvenience to people and businesses; pay attention to implementing inspections and examinations of public services. Continue to focus on directing the verification, investigation, prosecution, trial, and execution of judgments on cases, handling corruption and negative cases, especially cases and incidents monitored and directed by the Steering Committee. Implement measures to recover maximum assets lost and misappropriated in corruption, economic and negative cases.

Regarding some violations of land and mineral management in the province: Assign the Provincial Police to review, research and establish a project to expand the investigation, verify and clarify common violations and strictly handle them in accordance with legal regulations.

The Steering Committee members assign departments and assign officers to act as focal points to coordinate, provide information, and report on the performance of the Steering Committee members to the Standing Agency to serve the regular operations of the Steering Committee.

Assign the Standing Agency of the Steering Committee to complete and submit to the Head of the Steering Committee for signature and promulgation the Regulations on criteria and procedures for including cases and incidents in the list of cases and incidents for monitoring and direction by the Steering Committee and ending monitoring and direction; coordinate with relevant agencies to advise on perfecting the Steering Committee members according to the prescribed composition.
