The government today issued Decree No. 196/2026 stipulating the functions, tasks, powers, and organizational structure of the Government Office .
The Government Office is a ministerial-level agency of the Government, a strategic, crucial, and confidential advisory body that directly assists the Government and the Prime Minister (including the Deputy Prime Ministers).
The Government Office is responsible for providing comprehensive advice and coordination to the Government and the Prime Minister in organizing the Government's overall activities and leading, directing, and managing the Government's operations; acting as a central hub for comprehensive information and communication to support the leadership, direction, and management of the Government and the Prime Minister, and to provide information to the public; and ensuring the material, technical, and logistical conditions to support the activities of the Government and the Prime Minister.

The decree stipulates 15 groups of tasks and powers of the Government Office.
According to the decree, the organizational structure of the Government Office comprises 17 units: the General Affairs Department, the Legal Affairs Department, the General Economic Affairs Department, the Industry Department, the Agriculture Department, the Science, Education and Social Affairs Department, the International Relations Department, the Internal Affairs Department, the Public Service Organization Department, the Inspection Monitoring Department (Department I), the National Assembly, Local and Mass Organization Affairs Department, the Secretariat and Editorial Department, the Administration Department, the Personnel and Organization Department, the Digital Transformation Department, the Administration and Finance Department, and the Government Information and Communications Department.
The units within the organizational structure of the Government Office are administrative organizations whose functions, tasks, powers, and organizational structure are defined by the Minister and Head of the Government Office.
The Government Information and Communications Department is a Type 1 department and is authorized to use a seal bearing the national emblem.
The Minister and Head of the Government Office submits to the Prime Minister a list of public service units under the direct management of the Government Office.
The Government Electronic Information Portal will continue to perform its assigned functions, tasks, and powers in accordance with current regulations until the decision stipulating the functions, tasks, powers, and organizational structure of the Government Information and Communications Department is issued by the Minister and Head of the Government Office and takes effect.
According to the draft of the previous decree, the Government Information and Communications Department is allocated more than 30 staff positions. The Department has divisions, offices, and a public service unit, the Government Electronic Newspaper. The Director is authorized to issue professional and technical guidance documents within his/her scope of management, including guidance on integrating information with the electronic portals of ministries, sectors, and provincial People's Committees.
This unit is responsible for state management of the Official Gazette, and is also delegated the authority to make decisions on certain matters related to personnel, finance, and assets. Its organizational structure includes specialized departments and divisions, and a public service unit: the Government Electronic Newspaper.
