Speaking at the opening ceremony of the International Conference on Mergers and Acquisitions (M&A) in the Healthcare Industry in 2025 organized by Vietnam Medical Legal Consulting Company Limited (Medicallaw) under the media sponsorship of Health & Life Newspaper ( Ministry of Health ) on November 21, Mr. Nguyen Toan Thang, Deputy Chief of Office of the Ministry of Health, said that Resolution 72 is an important Resolution of the Politburo on protecting, caring for and improving people's health.

In particular, developing a synchronous and modern public and private health system to meet people's needs for medical examination and treatment, proposing specific solutions to achieve the goals, including strengthening international cooperation in the health sector; promoting the development of science, technology and digital transformation in health.
“We are living in an era of international integration, an era of digital technology , an era of competition and cooperation. Therefore, we need to strive, innovate and create to meet new challenges and opportunities. This conference is an important step in achieving that goal,” Mr. Nguyen Toan Thang emphasized.
The M&A Conference gathered more than 150 delegates, including leaders representing the Ministry of Health, the Ministry of Finance, the Vietnam Federation of Commerce and Industry (VCCI), along with leading experts, financial institutions and prestigious domestic and international investors.
According to Mr. Nguyen Toan Thang, the demand for health care is increasing rapidly, the goal of the Vietnamese health sector by 2030 is to expand the scope of health care programs to the community, especially developing medical examination and treatment services; ensuring health security, responding promptly to climate change and medical emergencies. Gradually controlling disease risk factors, improving the capacity to manage the medical environment. Ensuring fairness in medical examination and treatment to meet the increasing health care needs of the community.
Therefore, hospital - pharmaceutical - medical equipment models are constantly expanding, aiming to diversify hospital models to improve the effectiveness of health care for people. "The M&A Forum is a place for experts to analyze and provide an overview of the merger and acquisition market in the healthcare industry, evaluate trends and opportunities in various fields to realize M&A opportunities through specific deals. At the same time, the forum is also an opportunity to help connect domestic and international investors, creating conditions to promote foreign investment flows into Vietnam," said Mr. Thang.
With its international scale and nature, the event is expected to become an important forum, creating a bridge to promote multilateral cooperation, seek investment opportunities, and open up sustainable development directions for the Vietnamese healthcare sector.
In the context of the strong development of the global and regional healthcare market, M&A activities in healthcare are increasingly vibrant to help businesses expand their scale, improve operational efficiency, innovate technology and expand their service network.
Vietnam is considered a potential market for M&A deals thanks to its rapidly developing private healthcare system, comprehensive digital transformation of healthcare, increasing demand for high-quality healthcare services, and increasingly open government policies that encourage foreign investment in the healthcare sector.

In addition, the trend of globalization and international integration is promoting the strong transformation of the healthcare sector towards personalization, digitalization and data-based. Strengthening international cooperation not only brings valuable resources and experience to healthcare, but also helps Vietnamese healthcare quickly access advanced techniques, carry out digital transformation, improve professional qualifications and approach international standards.
However, the development of M&A activities in the healthcare sector in Vietnam is also facing many challenges in the legal framework. The legal corridor for M&A is not yet complete, administrative procedures are still complicated; regulations on corporate governance and asset valuation in the healthcare sector are not synchronized, causing many difficulties for M&A transactions.
According to Associate Professor, Dr. Dang Duc Nhu, Senior Advisor of Medicallaw, M&A appraisal in the healthcare industry is much more complicated than in other industries, related to practice licenses, professional operating licenses, fire prevention and fighting, environment, senior personnel, good doctors, drug lists, equipment and health insurance regulations.
In that context, the conference was organized to create an open dialogue forum between management agencies and enterprises, aiming to remove difficulties, improve the legal framework and promote a transparent and favorable investment environment. This is also an opportunity for domestic and foreign enterprises, investors and organizations to meet, share information and establish cooperation, contributing to the formation of a community connecting M&A in the healthcare sector, ensuring effective and sustainable development for the healthcare sector in Vietnam.
