Prioritize the private sector and develop its economic components.

Dong Nai is one of the provinces with a large economic scale and a leading dynamic business community in the country. Over the years, the province's entrepreneurs have affirmed their important role in socio-economic development, acting as a pioneering force in investment, production, and business; contributing to job creation, increased budget revenue, promoting digital transformation, and innovation... After merging with Binh Phuoc, the potential and opportunities for the private sector and other economic components to thrive have become even more expansive.

The political report presented to the First Congress of the Dong Nai Provincial Party Committee, term 2025-2030, identifies the strong development of the private economy and the expansion of economic sectors as key priorities for achieving double-digit growth. This is one of the important tasks aimed at transforming the growth model, with science, technology, innovation, digital transformation, the sharing economy, and the knowledge economy as the main driving forces.

Affirming the role of the private economy

From a national perspective, as Vietnam integrates strongly into the global economy, the private sector and the Vietnamese business community and enterprises play an increasingly important role. The Party and State have made new decisions to better promote the role of the private sector in the national economy, considering it the main driving force for national development. In particular, Resolution 68-NQ/TW, issued by the Politburo on April 5, 2025, on the development of the private sector (Resolution 68-NQ/TW), marks a historic step by establishing the private sector as the most important driving force of the Vietnamese economy.

According to Associate Professor Tran Dinh Thien, former Director of the Vietnam Institute of Economics, Vietnamese businesses are generally good at withstanding shocks but grow slowly for many reasons. Growth resources need to be unlocked so that the private sector can access them, thereby giving businesses more motivation and strength to develop, especially in terms of credit capital, land, resources, and high-quality human resources, particularly in technology, engineering, and finance sectors. Resolution 68-NQ/TW was issued as a "key" to overcome difficulties and pave the way for the remarkable development of this sector, thereby shaping the national economy.

From a local perspective, the Chairman of the Dong Nai Business Federation, Dang Van Diem, stated: Surveys show that the business community currently desires easier access to land, production facilities, green credit, and support in connecting to production supply chains. The business community expects the government to continue improving the business environment and creating favorable conditions for business development, especially in the current challenging context.

According to Mr. Dang Van Diem, it is encouraging that with Resolution 68-NQ/TW, the role of the private economy has been identified for the first time as the most important driving force for development. Over the past period, to concretize this resolution, many programs and policies, as well as activities of the Government, ministries, and localities, have been implemented to affirm and promote the development of the private economy. This is both an opportunity and a challenge, requiring the business community to be proactive in seizing opportunities and striving for development.

On the government side, in numerous meetings and interactions with businesses in the province, Mr. Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, affirmed that Dong Nai province recognizes the crucial role of the private sector in the local economic development. The private sector contributes over 60% of the total social investment capital and makes a significant contribution to the state budget. Therefore, the province is developing policies to support small, micro, and medium-sized enterprises (SMEs) and business households in converting their business models into enterprises. Dong Nai will gradually remove bottlenecks, obstacles, and barriers, and will pay attention to and listen to the opinions of the business community, including private enterprises, to create a competitive environment and development advantages for local businesses.

Strongly develop the economic sectors.

The Resolution of the First Congress of the Dong Nai Provincial Party Committee, term 2025-2030, identifies the province as expanding its economic sectors to contribute to achieving double-digit growth.

Accordingly, Dong Nai aims to create a fair and transparent business environment to support the sustainable development of businesses and economic sectors. It will promote the development of the private economy, harnessing the potential and creativity of its people and businesses. The goal is to develop a team of entrepreneurs with ethical business practices, a strong business culture, patriotism, courage, intelligence, national pride, and a desire to contribute.

The development orientation for state-owned enterprises is to have a leading role and international competitiveness in key sectors such as technology, digital transformation, finance, agriculture, and telecommunications. The mechanism for assigning strategic tasks to capable enterprises should be strengthened.

Focus on enhancing the capacity and scale of local enterprises. Innovate and improve the efficiency of the collective economy, encouraging the strong development of various types of cooperatives. Prioritize the development of the collective economy in conjunction with high-tech agriculture, the digital economy, the green economy, the circular economy, and the sharing economy.

According to experts, the merger to form the new Dong Nai province will help the locality leverage its existing advantages, continue to attract investment, and expand its development potential into highly competitive industries and sectors.

Many policies support businesses' access to land.

In implementing Resolution 68 of the Politburo dated May 4, 2025, on the development of the private economy, the National Assembly passed Resolution 198 of 2025 on May 17, 2025. Resolution 198 sets out many special mechanisms and policies to create favorable conditions for the strong and sustainable development of the private economic sector, including the issue of access to land.

Accordingly, localities are entitled to use their budgets to support investment in industrial park and cluster infrastructure, creating favorable conditions for small and medium-sized enterprises, high-tech enterprises, and innovative startups.

Some specific policies include: Allocating a minimum of 20 hectares per zone, or 5% of the total industrial park area, for high-tech enterprises from the private sector, small and medium-sized enterprises, and innovative startups to lease or sublease.

A minimum 30% reduction in land lease fees will be applied for the first five years from the date of signing the land lease contract with the investor developing the infrastructure of industrial parks, industrial clusters, and technology incubators. This subsidy will be reimbursed by the State to the investor.

Furthermore, in the case of newly established industrial parks or clusters that have not yet received state support, after a period of 2 years from the date of completion of infrastructure investment without any enterprises eligible for preferential land lease, the infrastructure investor of the industrial park or cluster has the right to lease or sublease the land to other enterprises.

Simultaneously, the economic scale and geographical location also create favorable conditions for businesses in the province to connect, cooperate, and develop together. For example, the Dong Nai Young Entrepreneurs Association, after merging with the Binh Phuoc Young Entrepreneurs Association, now has over 700 members. Mr. Dang Quoc Nghi, Chairman of the Dong Nai Young Entrepreneurs Association, said: Connecting members and creating opportunities for businesses to cooperate is a regular activity of the association. The Dong Nai Young Entrepreneurs Association also encourages businesses to cross-use each other's products, goods, and services, promote linkages and cooperation within the young entrepreneur community, and connect and cooperate with external organizations and businesses. At the same time, the association will actively act as a "bridge" between the State and businesses to achieve the common development goals of the locality.
