According to the indictment, at around 6:00 p.m. on September 21, 2022, Tieu Dien and his biological father, Mr. Tran Van Luom, organized a drinking party at home. At around 7:00 p.m., Tieu Dien showed signs of being drunk and spoke vulgarly. Mr. Luom stopped drinking and went outside to lie on a hammock.

When Mr. Luom went out, Tieu Dien was angry and started destroying things and property in the house. Mr. Luom and his wife left the house to avoid him. Seeing his biological parents leave, Tieu Dien called his parents to come back and threatened to burn down the house if they did not return.
A while later, not seeing her parents return, Tieu Dien used a lighter to burn things in the house and went outside to lie down. People nearby saw Mr. Luom's house on fire so they quickly informed Mr. Luom and his wife. When Mr. Luom and his wife returned, the house had been completely burned down.
