Son La police force achieves breakthrough through digital transformation.

Recognizing that digital transformation is a comprehensive transformation in both mindset and action, the Son La Provincial Police have implemented many groundbreaking solutions simultaneously, creating a major turning point in administrative reform, using citizen satisfaction as a measure of effectiveness.

Recognizing digital transformation as a central and overarching task, the Party Committee and Board of Directors of the Provincial Public Security Department have focused on leading and directing the synchronized implementation of tasks in accordance with the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation. A notable point is the systematic implementation approach, guided by the "five clear principles": clear person, clear task, clear responsibility, clear time, and clear results; emphasizing the responsibility of the head of each unit; and making the results of digital transformation a criterion for evaluating the emulation of collectives and individuals. Based on this orientation, a series of plans, regulations, and operational mechanisms have been developed and strengthened; the Steering Committee on the development of science, technology, innovation, and digital transformation, and Project 06 have been established, creating a unified focal point for direction and management.

To bring digital transformation closer to officials and the people, the Provincial Police Department maintains the broadcast of the "Son La Security" segment on Son La Newspaper and Television, and the Provincial Police Department's website strengthens propaganda on digital data, the Data Law, science and technology, online public services, and Project 06. Regularly, they disseminate information on social media platforms, such as the "Son La Provincial Police" Fanpage; and the "Son La Police Youth" Fanpage and Zalo OA, about the achievements in applying information technology and digital transformation.

Recognizing infrastructure as the "backbone" of digital transformation, 100% of police units in the province are now connected to the internal network and the Internet; the digital signature authentication system has been deployed synchronously; and thousands of digital certificate devices have been issued to officers and soldiers to support their professional work. In addition, the online video conferencing system has been expanded to 100% of commune-level police units, creating seamless connectivity from the province to the grassroots level, shortening geographical distances, improving the efficiency of command and control, and reducing travel costs and time. Furthermore, many professional software systems, electronic document management systems, internal email systems, and digital communication platforms are operating stably, helping to streamline and streamline work processes.

The most prominent mark of digital transformation in the Son La Public Security force is the reform of administrative procedures linked to serving the people. The digitization of documents and simplification of operational processes have been implemented synchronously from the provincial level to the grassroots. In the field of online public services, the rate of administrative procedures processed online has reached nearly 90%, contributing to reducing time, costs, and effort for citizens and businesses.

Implementing the Government's Project 06, the Son La Provincial Police actively advised local Party committees and authorities to comprehensively implement the "One Citizen - One Digital Identity" model. This is an important foundation for gradually building a digital government, a digital society, and digital citizens. Through the Project 06 working groups at the grassroots level, police officers are the core force coordinating with local Party committees, authorities, and mass organizations to promote the installation and use of the VNeID application and other online public services by the people.

The entire province maintains 25 points for issuing identity cards and 59 points for issuing electronic identification accounts, helping people in remote areas access services more conveniently. As of May 31, 2026, the province had received and approved more than 901,027 electronic identification applications; 822,135 accounts were activated. In addition, the Provincial Police Department, in coordination with other sectors, is promoting the integration of digital utilities into daily life, such as: electronic health records, health insurance on the VneID application, cleaning up civil registration data, land data, and social security data.

In response to the "Digital Literacy Movement," the Provincial Police Department has intensified the dissemination of information and training in digital skills for officers and soldiers, strongly encouraging self-learning and self-improvement among officers and soldiers on digital platforms, gradually forming a work style in a digital environment. To date, 300 officers and soldiers participating in Project 06 have received training on ensuring the security and safety of the national database system on population; 167 officers have participated in digital transformation training courses, including 50 police officers at the commune and ward levels…

Captain Dinh Van Tung, from the Party and Political Affairs Department of the Provincial Police, shared: "Participating in the course within the 'Digital Literacy Movement,' I noticed a very clear change in the approach to technology among officers and soldiers in the unit. Previously, many comrades were hesitant to approach new software or digital platforms, but through learning, exchanging ideas, and practicing, everyone is more proactive in applying technology to their daily work."

As digital transformation deepens, the need for cybersecurity becomes increasingly urgent. The provincial police force is implementing a comprehensive set of solutions to ensure information security, from centralized cybersecurity monitoring and anti-malware systems to on-site system security checks. In the first six months of 2026, law enforcement conducted over 26,583 patrols and inspections in cyberspace; detected 255 sources of information related to security and order, of which 130 were verified, processed, and neutralized. Simultaneously, they strengthened the assessment and inspection of information security levels at many agencies and units. Proactively detecting vulnerabilities, addressing information security risks, and rectifying existing problems at the grassroots level contributes to ensuring a safe digital environment.

Besides the achievements, the digital transformation process in the Son La Public Security force still faces difficulties that need to be overcome, such as: the unique characteristics of the large and fragmented geographical area, with many remote and isolated communes, resulting in uneven information technology infrastructure; some officers still face difficulties in adapting to the digital working environment; updating new knowledge and mastering digital platforms requires regular and continuous training... In addition, the large volume of data generated during the digitization, cleaning, and connection of specialized data places higher demands on storage infrastructure, ensuring information security and data confidentiality…

Regarding future solutions, Colonel Hoang Vinh Hien, Deputy Director of the Provincial Police, stated: The Provincial Police are implementing key tasks according to the digital transformation roadmap associated with the implementation of Resolution No. 57-NQ/TW and Project 06; focusing on investing in synchronous digital infrastructure from the provincial level to the grassroots; strengthening training and development of digital human resources; focusing on perfecting the data ecosystem, improving the quality of online public services, promoting the building of digital citizens and a digital society, gradually making technology an important driving force to improve the quality of police work in the new situation, building a modern, effective, and efficient Son La Police force that serves the people even better.

Initial results show that digital transformation within the Son La Provincial Police force is gradually changing management methods and improving the quality of service to the people. Despite many challenges, with synchronized and decisive efforts, digital transformation is becoming a new driving force for the Son La Provincial Police force to build a modern, professional, people-oriented, and people-serving police force.
