Announcing 4 new administrative procedures issued in the field of science and technology

The Decision clearly states and promulgates 04 newly issued administrative procedures under the management scope of the Ministry of Science and Technology, including:

3 central-level administrative procedures: Procedures for considering and awarding the Ho Chi Minh Prize for science and technology; Procedures for considering and awarding the State Prize for science and technology; Procedures for establishing and awarding science and technology prizes to organizations and individuals not residing or operating in Vietnam.

1 provincial administrative procedure: Procedures for awarding and conferring science and technology prizes on organizations and individuals residing or operating legally in Vietnam.

Procedures for awarding the Ho Chi Minh Prize for Science and Technology

Implementation sequence

Step 1 : The author of the work or the legal representative of the author of the work submits the application for the Ho Chi Minh Prize for Science and Technology to the agency or organization directly managing the author of the work or the Department of Science and Technology where the author resides (In case the author of the work does not have a direct managing agency or organization).

For foreign authors with research projects on Vietnam, the project dossier must be submitted to a scientific and technological organization. The scientific and technological organization is responsible for guiding the project author and organizing the awarding of the Prize according to regulations.

The dossiers are reviewed and evaluated at the Grassroots Award Council decided to be established by the Head of the agency or organization directly managing the author of the work, the Director of the Department of Science and Technology where the author or the author's legal representative resides, or the head of the science and technology organization.

The Award consideration shall be completed within 30 days from the date of closing of receipt of Award application documents.

The head of the agency or organization directly managing the author of the work, the Director of the Department of Science and Technology, the head of the science and technology organization shall establish a Council for considering and awarding the Award at the grassroots level; send the dossiers of works that receive the approval of at least 80% of the total number of members of the Council at the grassroots level to the head of the agency establishing the Council for considering and awarding the Award at the ministerial, branch, or local level to carry out the following procedures.

Step 2 : The application dossier for the Ho Chi Minh Prize for Science and Technology is considered and evaluated at the Award Council at the ministerial, branch and local levels established by the Minister, Head of the ministerial-level agency, Government agency, other central state agency, Chairman of the People's Committee of the province or centrally-run city.

The Award consideration is completed within 30 days from the date of closing of receiving Award proposal documents from the grassroots level.

The head of the agency that established the Council for Awarding Awards at the ministerial, sectoral and local levels shall send the dossiers of works that received at least 80% of the total number of votes of the Council members at the ministerial, sectoral and local levels to the Ministry of Science and Technology to carry out the next procedures.

Step 3 : Review and evaluate the project dossier at the State level in two steps:

Step 3.1 : The application dossier for the Ho Chi Minh Prize in science and technology is considered and evaluated at the State-level specialized Prize Awarding Council established by the decision of the Minister of Science and Technology.

The organization of the Award consideration shall be completed within 90 days from the date of closing of receiving application documents for Award consideration from the ministerial, branch and local levels.

The Minister of Science and Technology sends the dossiers of projects that receive the approval of at least 90% of the total number of Council members to the State Council for consideration and selection.

Step 3.2 : The application dossier for the Ho Chi Minh Prize for Science and Technology is considered and evaluated by the State Prize Council established by the Prime Minister based on the proposal of the Minister of Science and Technology. The Council has a working group established by the Minister of Science and Technology.

The organization of the Award consideration shall be completed within 30 days from the date the State Award Council receives the application for Award consideration.

Projects that receive the approval of at least 80% of the total number of Council members attending the meeting will be sent to the Ministry of Home Affairs to compile documents and submit to the Prime Minister.

The Ministry of Science and Technology held a ceremony to announce the President's Decision and award the Ho Chi Minh Prize for Science and Technology.

How to do it

The application for the Award must be submitted directly by the author or the author's legal representative or sent by post.

Procedures for awarding and conferring science and technology prizes to organizations and individuals not residing or operating in Vietnam

Implementation sequence

Overseas Vietnamese, international organizations, foreign organizations and individuals not residing or operating in Vietnam are entitled to name and award science and technology prizes in Vietnam.

Within 20 days from the date of receiving a complete application as prescribed, the Ministry of Science and Technology shall issue a written response approving or disapproving the organization or individual to set up or award a science and technology award. In case of disapproval, the reason must be clearly stated.

How to do it

Applications for registration and awarding of science and technology prizes are submitted by organizations and individuals directly or by post to the Ministry of Science and Technology (One-stop shop at the Ministry of Science and Technology, 113 Tran Duy Hung, Cau Giay, Hanoi) or submitted online at the Ministry of Science and Technology's Administrative Procedure Information System.
