According to Minister Nguyen Manh Hung, the Ministry of Interior, like other agencies, has two types of tasks that require technology: the first type is time-consuming and labor-intensive, and the second type is difficult.

For tasks that require significant effort and time, information technology can be applied for automation, such as: managing civil servant records using digital technology .

Recently, the Ministry of Interior has been building a database of civil servants, integrating a centralized management system, updating in real time, and applying information technology—a process of "doing the old, following the old" approach but with automation.

Regarding challenging tasks requiring digital transformation, that is, requiring technology and changes in working methods, such as: evaluating officials, assessing the effectiveness and competence of civil servants, which has long been a difficult task, despite numerous solutions and attempts, but with little progress.

According to the Minister of Information and Communications, the difficulty in evaluating individuals lies in objectivity, limited data, and lack of transparency, but if technology is applied, it will be more objective and transparent.

Mr. Hung suggested that the Ministry of Interior could implement automated evaluation tools, using online tools to monitor and track work progress and results, and assess work performance using KPIs and other quantitative indicators. Artificial intelligence (AI) could be used to assist in data analysis, providing objective and effective assessments of work performance.

According to Minister Nguyen Manh Hung, another challenge over the years has been improving the quality of civil servants. Our traditional approach has been training and more training. Currently, the new approach is to provide each civil servant with a virtual assistant.

"Whenever you need information or have a task to complete, you can ask the virtual assistant, providing it with all the organization's knowledge and supplementing it with new information. In this way, the virtual assistant acts like the most outstanding employee of the organization."
