The workshop aims to contribute to promoting the application of digital signatures and reliable services in notarization activities, creating a foundation for electronic notarization to be deployed synchronously after the Notarization Law (amended) officially takes effect from July 1, 2025.
Sharing at the workshop, Ms. To Thi Thu Huong, Director of NEAC emphasized: The field of electronic authentication is an important element in the national digital transformation process. Electronic authentication is the process of authenticating the identity and information related to the subject using the digital signature. Meanwhile, digital signature is a method of authenticating the identity and content of documents in the digital environment, with legal value equivalent to a handwritten signature. This tool is being applied in many fields such as tax declaration, contract signing and online transactions, helping to save time and increase transparency.

Vietnam has now issued more than 18 million digital signature certificates, accounting for 28.42% of the adult population. The number of digital signatures increased sharply in the first months of 2025, equal to the total number of issuances in many previous years combined. This contributes to gradually realizing the goal of universalizing digital signatures to 70% of the adult population by 2030, while maintaining a safe, stable, and internationally standardized national authentication system.
In particular, from May 2025, people can register for digital signature certificates on the VNeID application of the Ministry of Public Security . This solution helps people conveniently and easily perform administrative procedures, public services, e-commerce and other service business platforms. At the same time, it enhances information security and minimizes the risk of fraud in electronic transactions.
Ms. Nguyen Thi Tho, Executive Vice President of the Vietnam Notary Association, also pointed out the benefits of electronic notarization for the people and society. First of all, it saves time and costs. People can notarize some types of documents online right at home, instead of having to go to the notary office many times. Electronic records are processed quickly, and notarized documents can be issued almost immediately after the notary signs them.

In addition, electronic notarization increases safety and transparency. Each electronic notarized document is accompanied by a digital signature and time stamp, which can be checked online to determine authenticity. Records are stored in electronic form, avoiding the risk of loss, damage or forgery.
In the next phase, it is necessary to accelerate the implementation of electronic notarization, implementing the legal framework as needed to comply with the Party and State's digital transformation policy, meeting the needs of society, and not waiting until all regulations are fully completed before starting.
