The dispatch stated: According to the forecast of the National Center for Hydro-Meteorological Forecasting, the low pressure area currently operating in the eastern part of Luzon Island (Philippines) has strengthened into a tropical depression, moving northwest at a speed of 10-15km/h, likely to strengthen into storm No. 5 in the East Sea (international name: Kajiki).
The storm can move quickly, at a speed of about 20km/h, operating in the Hoang Sa special zone with an intensity of level 10-11, gusting to level 13-14 and can continue to strengthen.
The sea area from Thanh Hoa to Da Nang has strong storm winds of level 8, near the storm center level 11-12, gusting to level 15. The coastal area from Nghe An to Quang Tri has strong winds of level 10-11, gusting to level 13-14. From the night of August 24-27, in the area from Thanh Hoa to Hue, there will be heavy to very heavy rain, with common rainfall of 150-300mm, in some places over 600mm.
This is a strong storm, causing heavy rain over a wide area in the Central and Northern regions, with the risk of flash floods, landslides and flooding in low-lying areas, riverbanks and urban areas.
To proactively respond to storm No. 5, the Minister of Education and Training requested the Directors of the Departments of Education and Training of provinces and centrally-run cities from Quang Ngai and above to closely monitor the storm's developments, be on duty 24/7, and maintain regular contact with local authorities and rescue forces to promptly respond in case of incidents.
At the same time, develop a plan to ensure school safety, move assets, machinery, equipment, tables, chairs, and records to a safe place to ensure no damage, breakage, or loss.
Urgently repair damage, clean and sanitize schools/classrooms immediately after storms and floods to ensure safety, cleanliness and disease prevention. Prepare necessary facilities and teaching equipment to serve the opening of the new school year. Establish a communication channel with parents to manage students and minimize risks caused by natural disasters.
The Ministry of Education and Training also requested the above Departments of Education and Training to continuously update information, summarize the damage and develop a plan to report to the Provincial People's Committee for remediation, and at the same time report to the Ministry of Education and Training to summarize and report to the Government .
