The dispatch stated that, according to the National Center for Hydro-Meteorological Forecasting, from the night of December 10, 2024 to December 13, 2024, the Central and South Central regions are likely to experience a period of moderate to heavy rain, locally very heavy rain and thunderstorms with common rainfall of 100-300mm, locally over 500mm. From December 14, 2024, heavy rain will continue to persist in the Central and South Central regions. Heavy rain in the Central provinces is likely to last for many days.
On December 9, 2024, the Ministry of Agriculture and Rural Development issued Official Dispatch No. 9358/CD-BNN-DD requesting ministries, branches, localities and relevant units to respond to heavy rains in the Central region. In order to proactively respond to developments of heavy rains in the Central region, ensuring the safety of people's lives and property, the Ministry of Industry and Trade requests units in the Industry and Trade sector to focus on performing the following tasks:
1. Vietnam Electricity Group:
- Direct the Power Corporations and Provincial Power Companies to concentrate forces, means and necessary materials to respond to floods and storms, promptly fix power grid system problems to ensure safety and restore power supply as soon as possible to serve production and people's lives.
- Direct hydropower projects under their management to closely monitor the development of floods and rains; prepare adequate human resources, materials, and means according to the "4 on-site" motto to respond to natural disasters; strictly implement the inter-reservoir operation process, the reservoir operation process approved by competent authorities and the task requirements in this Official Dispatch.
2. Department of Industry and Trade of provinces and cities:
- Advise and request local Party committees and authorities to direct power units and other relevant units to urgently deploy tasks to respond to floods and immediately overcome incidents caused by floods to soon restore power supply to serve production and people's lives; create maximum conditions for power units to successfully complete their tasks.
- Strengthen inspection of safety assurance work for power grid systems in the management area.
- Mobilize forces to closely coordinate with local power companies in overcoming power system failures caused by natural disasters.
- Direct local goods suppliers to effectively implement plans to stockpile essential goods; review areas at risk of being isolated by rain and floods to have specific plans to ensure the supply of essential goods, especially food, foodstuffs, and drinking water for people in affected areas.
3. Hydroelectric dam owners:
- Strictly implement the single-reservoir and inter-reservoir operation procedures approved by competent authorities to ensure the safety of reservoirs and downstream areas; arrange permanent forces and maintain smooth communication to promptly report on incidents caused by floods and rains; deploy dam and hydropower reservoir protection work; arrange forces, materials, machinery and equipment ready to respond and overcome incidents; strengthen inspection of equipment and machinery items serving the safe operation of dam works in all situations.
- Closely coordinate with functional agencies to disseminate and propagate to the people about the operation and regulation of hydroelectric reservoirs, skills to prevent drowning accidents when producing and traveling in river and stream areas downstream of hydroelectric plants.
- Organize the monitoring of hydrometeorological factors in the reservoir basin to ensure forecasting of flood flow to the reservoir, determining the time of flood peak. Proactively provide information, reports, and proposals to ensure compliance with regulations in the reservoir and inter-reservoir operation procedures.
- Actively operate reservoirs to ensure flood capacity according to regulations. Operational organization must ensure that sudden, abnormal flows do not directly threaten the lives and property of people in riverside areas downstream of the reservoir.
