The National Legal Portal provides free legal services to the public.

On the morning of May 5th, at the Government Headquarters, Deputy Prime Minister Le Tien Chau chaired a meeting on the "National Legal Portal Development Project for the period 2026 - 2030".

Speaking at the meeting, Deputy Prime Minister Le Tien Chau emphasized that the "National Legal Portal Development Project for the period 2026-2030" needs to clearly demonstrate that it is the official information and communication channel about all activities of the Central Steering Committee on institutional and legal improvement; providing legal services in the spirit of serving the people, and not providing services to collect money from citizens and businesses.

According to a report from the Ministry of Justice , in implementing the Prime Minister's directive, the Minister of Justice has issued the Ministry's plan for the construction, launch, and completion of the National Legal Portal.

At the meeting, leaders of the Ministries and agencies: the Central Party Office, the Ministry of Justice, the Ministry of Public Security, the Ministry of Finance, the Ministry of Science and Technology, the Ministry of Culture, Sports and Tourism, and the Government Office discussed and provided feedback to revise and finalize the draft Decision of the Prime Minister approving the Project "Development of the National Legal Portal for the period 2026-2030".

Speaking at the meeting, Deputy Prime Minister Le Tien Chau said that, to date, the process of soliciting opinions from ministries and ministerial-level agencies has been fully completed and the dossier has been submitted to the Government Office.

Based on the review results from the Government Office and reports from various units, the Deputy Prime Minister acknowledged that the Ministry of Justice had basically incorporated all the feedback; however, to achieve the highest level of completeness, some strategic directions need further clarification.

Essentially, the ministries and agencies agreed with the content of the feedback and explanations provided by the Ministry of Justice. Some remaining issues mainly concern technical presentation and a few specialized topics. The Deputy Prime Minister requested the Ministry of Justice to continue to lead and closely coordinate with relevant ministries to incorporate as many reasonable, scientifically and practically-founded opinions as possible in order to finalize the draft Decision.

At the same time, the Deputy Prime Minister noted that it is necessary to clearly demonstrate that the National Legal Portal is the official information and communication channel about all activities of the Central Steering Committee on institutional and legal improvement.

"The core issue is to build an effective coordination mechanism and clearly define the level and scope of information to be publicly disclosed," the Deputy Prime Minister shared.

Regarding the specific tasks of ministries, agencies, and units, a detailed review and clear delineation of responsibilities are necessary to ensure feasibility in future implementation. Specifically, the Ministry of Public Security is responsible for managing user accounts and ensuring absolute security and confidentiality of information for the system. Other ministries and agencies are responsible for providing legal regulations and information processing procedures in a transparent manner. The database must be defined as a unified system, encompassing data from central and local agencies.

"Regarding the provision of legal services, the guiding principle is to provide legal services in the spirit of serving the people, completely free of charge; not to provide services to collect money from citizens and businesses," the Deputy Prime Minister particularly emphasized and requested the Ministry of Finance to take note of this point in order to have a suitable budget allocation plan.

At the same time, Deputy Prime Minister Le Tien Chau requested that all documents and the draft Decision be urgently completed and submitted to the Prime Minister before May 12th.
