Vietnam-Cambodia land border work: Close cooperation, joint efforts to resolve border issues

Vietnam and Cambodia are two neighboring countries with very important geopolitical positions, being the focal point connecting the Pacific and Indian Oceans. The two countries have many similarities in history and cultural and social diversity. In the process of development, the Communist Party of Vietnam and the Cambodian People's Party are two parties with the same origin, formed from the Indochinese Communist Party that led the people of the two countries in the struggle for national liberation and national reunification in the past as well as in the cause of national construction and defense today.

In recent years, under the leadership of the two Parties and States, all levels, sectors, localities and enterprises of the two sides have actively coordinated to implement cooperation agreements between the two Governments and cooperation programs between ministries, sectors and localities.

The results achieved in all fields have significantly contributed to maintaining political stability, socio-economic development, ensuring national defense and security in each country; continuing to consolidate and enhance the good neighborly relationship, traditional friendship, comprehensive cooperation, long-term sustainability between Vietnam and Cambodia; at the same time contributing to enhancing the position of the two Parties and two countries, actively contributing to peace , stability, cooperation and development in the region and the world.

Regarding territorial borders, the two countries have a land border of about 1,258km long, passing through 10 Vietnamese border provinces (Kon Tum, Gia Lai, Dak Lak, Dak Nong, Binh Phuoc, Tay Ninh, Long An, Dong Thap, An Giang, Kien Giang) and adjacent to 9 Cambodian border provinces (Rattanakiri, Mondukiri, Tboung Khmum, Kratie, Svay Rieng, Pray Veng, Kandal, Takeo and Kampot).

To date, the two countries have completed demarcation of about 1,045km, built 2,048 markers at 1,553 locations in the field, including 315 main markers at 264 locations, 1,511 secondary markers at 1,068 locations and 221 markers.

Vietnam and Cambodia signed the Supplementary Treaty to the 1985 Treaty on the Delimitation of National Boundaries and the 2005 Supplementary Treaty (referred to as the 2019 Supplementary Treaty) and the Protocol on Land Boundary Demarcation and Marker Planting.

The two countries also held a ceremony to exchange border topographic maps. The signing of these two legal documents is of great significance, laying the foundation for both sides to maintain stability and promote economic development in the border area.

Currently, the two countries still have about 213km of border that has not been demarcated and marked, and negotiations are continuing to resolve this issue.

At the 2023 Vietnam-Cambodia Land Border Work Propaganda Conference, held on November 22, in Phu Quoc city, Kien Giang province, the Central Propaganda Department chaired and coordinated with the Central External Relations Commission, the Ministry of Foreign Affairs, the Border Guard Command and Kien Giang province to organize. Deputy Head of the Central Propaganda Department Le Hai Binh and representatives of relevant ministries, departments, and central agencies and leaders of Kien Giang province and Phu Quoc city attended. Deputy Head of the Central Propaganda Department Le Hai Binh emphasized that the conference aimed to widely propagate and disseminate the important achievements that Vietnam and Cambodia have achieved in the process.

This is also an opportunity to encourage and motivate the spirit of functional forces and people in border areas to be determined to fulfill the task of protecting national security and maintaining social order and safety.

Deputy Head of the Central Propaganda Department Le Hai Binh requested relevant ministries, sectors and localities to further enhance their awareness of the country's position and prestige, and the work of protecting national sovereignty and territorial integrity in the new situation.

Propaganda work on border and territorial issues needs to be well organized in researching, studying, and implementing the contents on national borders in the documents of the 13th Party Congress and resolutions of Party Congresses of localities and bases.

Units need to promptly detect, prevent and effectively combat viewpoints, information and behaviors that take advantage of territorial and ethnic border issues to sabotage the great national unity bloc and the good traditional friendship between the two peoples of Vietnam and Cambodia.

Deputy Head of the Central Propaganda Department Le Hai Binh also suggested promoting foreign information and propaganda activities, including propaganda in Khmer, languages of ethnic minorities in the Vietnam-Cambodia border area as well as on modern media so that the people of the two countries and international friends, especially the people in the border area, can reach consensus and unity, in order to preserve, consolidate and develop the Vietnam-Cambodia friendship.

At the conference, delegates heard reports on Vietnam-Cambodia relations and cooperation directions in the coming time; national border management and protection, experience in handling issues arising in border management and protection by the Border Guard and some issues to note for the forces participating in border management and protection in Kien Giang province in the current situation; lessons learned and issues to be concerned about in implementing border management work in the field on the Vietnam-Cambodia land border in Kien Giang province; the situation on the Vietnam-Cambodia land border and some issues to note for border work in Kien Giang province in the new situation.../.
