Skillful people mobilization leads to success in everything," Dong Nai province actively innovates its people mobilization work, harnessing the strength of the people to carry out political tasks, develop socio-economic aspects, and consolidate and strengthen the close relationship between the Party and the people.

The government's public relations work in Dong Nai has created high consensus in the implementation of socio -economic development tasks, land clearance for key projects, and regular meetings and dialogues with the people. The handling of citizen complaints and petitions is always given attention by the Party committee and government, ensuring compliance with regulations.

Typically, effective public relations work has been achieved in land clearance for key projects such as: Long Thanh Airport; the Ho Chi Minh City - Thu Dau Mot - Chon Thanh (Dong Nai) expressway; the North-South expressway (Western section), Gia Nghia (Lam Dong) - Chon Thanh (Dong Nai); Ring Road 3, Ring Road 4 - Ho Chi Minh City, Ma Da Bridge…

Chơn Thành ward currently has two expressway projects passing through it: the Ho Chi Minh City - Thu Dau Mot - Chơn Thành ( Dong Nai ) Expressway Construction Project and the North-South Expressway Western section, Gia Nghia (Lam Dong) - Chơn Thành (Dong Nai) segment.

According to Mr. Duong Duc Hoang, Head of Minh Thanh 1 neighborhood, Chon Thanh ward, when informed by the ward that two expressways would pass through the area, the ward and local authorities organized a meeting with residents to inform them, gather opinions, and carry out public relations work regarding compensation, resettlement support, and land clearance plans. They also listened to residents' requests to resolve any arising issues, ensuring the project was implemented on schedule, fairly, and transparently.

Mr. Pham Minh Son (Chon Thanh ward) shared that although affected by the project, his family agreed and supported it thanks to the local authorities' persuasion. He believes that with the expressway, the area will develop more strongly, and the locality will undergo positive changes.

As one of the five exemplary households commended for their exemplary compliance with policies and actively handing over land for the project, Mr. Ninh Van Chien (Dong Tam 3 hamlet, Dong Tam commune) said that his family was persuaded and clearly and transparently explained the implementation of the North-South Expressway Project (Western section, Gia Nghia (Lam Dong) - Chon Thanh (Dong Nai)) by the authorities, so they agreed with the compensation plan and handed over 2.3 hectares of land so that the project could be implemented soon.

In addition to its public relations work in land clearance for projects, Dong Nai province has also performed well in social welfare activities. Mobilization efforts for this work have been intensified, totaling over 600 billion VND. The Vietnam Fatherland Front Committee of the province has implemented a campaign to build 1,334 "Great Solidarity" houses with a total value of 111.2 billion VND, the "For the Poor" Fund with a total of 146.6 billion VND, contributing 17,908 man-days to road construction and public works, and organizing 57 charity markets…

Strengthening the trust and consensus of the people.

At the National Conference summarizing the Party's Propaganda and Mass Mobilization work in 2025 and outlining tasks for 2026, General Secretary To Lam emphasized: Comrades and all levels of propaganda and mass mobilization forces should each contribute their efforts to disseminate information, motivate, and persuade, thereby creating consensus and widespread dissemination among cadres, Party members, and all strata of the people, helping the masses to "understand correctly, have absolute trust, and wholeheartedly support" the Party and State's guidelines, policies, and decisions.

General Secretary To Lam emphasized the need to closely adhere to reality, "grasping the right pulse and understanding every beat" of people's lives and public opinion. This work must be carried out regularly, continuously, and sensitively, avoiding passivity and surprises. It must truly be about "listening with your ears, understanding with your heart, persuading with reason, and guiding with emotion"; it must be implemented according to President Ho Chi Minh's motto: "Listen to what the people say, explain it to the people, and act in a way that earns the people's trust," and in the current period, "encourage and act together with the people." The people must be the subject and the center; the situation of the people must be thoroughly understood; and the maximum use of tools for measuring, analyzing big data, and artificial intelligence must be made to "listen" to the thoughts and aspirations of the people. From there, advice should be given to the Party and the State on policies and strategies that are in line with the people's will, promptly resolving pressing issues as soon as they arise, and preventing the formation of "low-lying areas" of public opinion.

The First Congress of the Dong Nai Provincial Party Committee, for the 2025-2030 term, identified the following priorities: Strengthening the Party's leadership role in mass mobilization work throughout the entire political system; innovating mass mobilization work in a concrete, practical, and creative direction to consolidate the people's trust and consensus in the Party, the State, and the socialist system; improving the quality of government-led mass mobilization through the effective implementation of socio-economic development and social security policies; promoting grassroots democracy; and replicating successful "skillful mass mobilization" models linked to studying and following Ho Chi Minh's ideology, ethics, and style. Simultaneously, emphasis will be placed on training a team of mass mobilization cadres with high expertise, skills, and a strong sense of responsibility; strengthening mass mobilization work in border areas and areas inhabited by ethnic minorities and religious groups; closely monitoring the people's situation and sentiments; and proactively preventing, detecting, and handling complex issues. Promote the role of influential figures in ethnic and religious communities and proactively combat hostile forces that exploit ethnic and religious issues to sow discord and undermine national unity.

According to Le Thi Thai, Deputy Head of the Propaganda and Mass Mobilization Department of the Dong Nai Provincial Party Committee, in the new phase, the Propaganda and Mass Mobilization sector clearly defines its central task as quickly, accurately, and effectively implementing the Party's guidelines and policies, and the State's laws and regulations into life; at the same time, promoting the strength of the great national unity, and replicating the "Skilled Mass Mobilization" model associated with ensuring security, order, and sustainable development. Through this, it contributes to bringing the Resolution of the First Provincial Party Congress into life and into practical action.

To concretize the Resolution of the Party Congress, Dong Nai continues to enhance the responsibility of the government, the Fatherland Front, and mass organizations, promoting the people's right to self-governance in order to improve the quality and effectiveness of mass mobilization work in the new situation according to the motto: "Thorough - appropriate - substantive - consensus".

The Provincial Party Committee's Propaganda and Mass Mobilization Department, the Provincial Committee of the Vietnam Fatherland Front, and other mass organizations will continue to consolidate and promote national unity; improve the effectiveness of patriotic emulation movements and campaigns, especially the "Skilled Mass Mobilization" emulation movement in all fields; mobilize the people to continue to effectively implement the Party's Directives and Resolutions, and the State's policies and laws; actively participate in socio-economic development, poverty reduction, maintaining security and order, and preventing corruption and waste.

Furthermore, the organization facilitates meetings, dialogues, and listening to the opinions and aspirations of the people; participates in the effective implementation of social welfare policies, especially policies for war veterans, policies supporting the poor, and ethnic minorities; and participates in building a strong Party and government, contributing to the achievement of the goals and tasks set forth in the Resolutions of the Party Congress at all levels.

The Department of Ethnic Minorities and Religions, in coordination with relevant departments, agencies, and units, and the People's Committees at the commune level, effectively mobilizes ethnic minority communities, influential figures, and exemplary individuals to actively participate in implementing ethnic programs and policies on socio-economic development, improving the material and spiritual lives of ethnic minorities, preserving and promoting cultural identity, and building a new way of life in residential areas. In particular, it combats and prevents the exploitation of ethnic issues, ensures national security and defense, maintains social order and safety in ethnic minority areas, and effectively implements the Party's guidelines on ethnic issues…
