Voters agree with the plan to merge commune-level and provincial-level administrative units.

In accordance with Resolution No. 41 of the Provincial Party Committee's Executive Committee Meeting dated April 16, 2025, the Provincial People's Committee has agreed on the content, procedures, and steps for soliciting opinions from voters representing households regarding the plan for rearranging commune-level administrative units in Vinh Phuc province and the plan for merging Vinh Phuc, Hoa Binh , and Phu Tho provinces to form a new province called Phu Tho. Localities throughout the province have simultaneously and urgently solicited opinions from voters representing households on the policy of rearranging commune-level and provincial-level administrative units.

Since the evening of April 17th, residents of Tran Quoc Tuan neighborhood, Dong Da ward, Vinh Yen city have been very enthusiastic about receiving their voter opinion ballots regarding the 2025 administrative reorganization of communes in the province and the plan to merge Vinh Phuc , Hoa Binh, and Phu Tho provinces to form a new province called Phu Tho. While each resident has different feelings about the information on the ballot, they all agree and support the policies of the Government and the province.

Immediately after the Vinh Phuc Provincial Administrative Unit Reorganization Plan and the plan to merge Vinh Phuc, Hoa Binh, and Phu Tho provinces to form a new province called Phu Tho, Dong Da ward established voter consultation teams based on neighborhood areas. The implementation process was scientific , rigorous, democratic, and transparent, thus receiving strong support and approval from the people.

Implementing the reorganization of commune-level administrative units and building a two-tiered local government organizational model is an extremely important task, involving the appropriate rearrangement of administrative units, allocation of resources, and creation of space for development.

With the strong determination of the entire political system and the high consensus of officials, Party members, and all strata of the people, the reorganization of commune-level administrative units in the province will be an important foundation for building a government that is close to the people, responsive to their needs, and most effectively meets their demands; promoting socio-economic development and improving the lives of people throughout the province.
