Department of Industrial Safety Techniques and Environment (Cuc ATMT) under the Ministry of Industry and Trade with the Department of Industry and Trade of Cao Bang province on the implementation of local government model 02 in the field of Industry and Trade

On August 5, 2025, the working group of the Department of Industrial Safety Techniques and Environment (Cuc ATMT) under the Ministry of Industry and Trade worked with the Department of Industry and Trade of Cao Bang province on the implementation of the 2-level local government model in the field of Industry and Trade. The working group was organized based on Notice No. 1302/TB-ATMT of the Department of Industrial Safety Techniques and Environment and Decision No. 2172/QD-BCT of the Minister of Industry and Trade. The main content of the working group was to monitor, grasp difficulties and obstacles and agree on methods of coordination in implementing the work after a month of promoting decentralization, delegation of authority and division of authority according to the 2-level local government model. The working group of the Department of Industrial Safety Techniques listened to opinions, answered some problems within the scope of management and recorded opinions to synthesize and report to the Ministry of Industry and Trade.	At the same time, the delegation also requested the Department of Industry and Trade to have a process for handling internal work, advise the province to supplement the functions and tasks of the department, continue to synthesize proposals from departments and have a focal point to report to higher levels. The delegation also emphasized the need to promptly update legal regulations and documents of the Ministry of Industry and Trade, especially regulations on design approval, acceptance inspection and periodic inspection of fire prevention and fighting.
At the meeting, the Department of Industry and Trade of Cao Bang proposed a number of contents to remove difficulties and promote the development of the industry and trade sector after the administrative unit arrangement. The proposals include: The Ministry of Industry and Trade should soon issue specific guiding documents on the implementation of the government's decree on market development and management, and organize specialized training programs for civil servants and public employees.
In the afternoon of the same day, the Working Group had a working session with the People's Committee of Phan Thanh Commune, Cao Bang Province to gain a deeper understanding of the method of coordination in implementing the work after a month of promoting decentralization, delegation of authority and assignment of authority according to the model of 2-level local government (commune level). Accordingly, the representative of the People's Committee of Phan Thanh Commune also reported a preliminary summary of one month of operating the 2-level local government and proposed the following ideas: Add professional staff in the field of industry and trade to the Economic Department to be in charge of this field.	Propose competent authorities to invest in building power lines for hamlets and groups of households without electricity. Invest in solar energy for main roads, schools and hamlet cultural houses. Propose the Provincial People's Committee and the Department of Industry and Trade to organize training and professional development for specialists in charge of industry and trade to ensure effective implementation of tasks. The working group of the Department of Environmental Safety listened to opinions, answered some problems within the scope of management and recorded opinions to synthesize and report to the Ministry of Industry and Trade. At the same time, the delegation also requested the Department of Industry and Trade, according to its functions and tasks, to advise the Provincial People's Committee on the proposals and recommendations of the communes. At the end of the working session at the Department of Industry and Trade of Cao Bang province and the People's Committee of Phan Thanh commune, Cao Bang province. The working delegation of the Department of Industrial Safety Techniques and Environment (Cuc ATMT) under the Ministry of Industry and Trade highly appreciated the implementation process of the 2-level local government model of the Department of Industry and Trade and the People's Committee of Phan Thanh commune. The proposals and recommendations of the Department and the commune will be compiled and reported to the Ministry of Industry and Trade to remove difficulties according to the functions of the Ministry.
