Conclusion of General Secretary To Lam on the system of public service units performing agricultural extension tasks at the local level

The content of the Conclusion Notice is as follows:

On October 3, 2025, at the Party Central Committee Headquarters, Comrade To Lam, General Secretary of the Party Central Committee chaired a working session with the Ministry of Home Affairs and the Ministry of Agriculture and Environment on the system of public service units performing agricultural extension tasks at the local level when operating the 2-level local government model. Attending the working session were leaders representing agencies: the Central Organizing Committee, the Central Policy and Strategy Committee, the Party Central Committee Office; Assistants and Secretaries of the General Secretary. After listening to the report of the Ministry of Home Affairs and the opinions of the delegates, General Secretary To Lam concluded as follows:

1. It is necessary to thoroughly understand and fully perceive the role and importance of agriculture and the task of agricultural development in economic and social development, new rural construction, and improving people's lives in accordance with the spirit of "agriculture is a national advantage and the pillar of the economy"; identify agricultural extension as an important task of commune-level authorities, and agricultural extension must be linked to the grassroots and the fields.

2. Regarding the organizational model: (1) Provincial and municipal levels maintain agricultural extension centers, mainly responsible for guiding, coordinating, urging, inspecting and supporting commune levels in implementing agricultural extension work. Regional and inter-commune agricultural extension stations are not organized.

(2) Commune-level agencies establish public service units to perform multi-sector and multi-field essential basic public services, including agricultural extension functions and tasks; commune-level Party committees and authorities must pay attention to directing the good implementation of agricultural extension work, not "outsource" it to public service units.

(3) Continue to strengthen and improve the effectiveness of community agricultural extension groups, increase dissemination of knowledge and production experience, support and guide farmers to link up to develop agricultural production.

(4) Based on the agricultural extension staff at the provincial level and regional and inter-commune agricultural extension stations, the inter-commune will assign them to the communes, coordinate with officers working in the agricultural and environmental fields in existing communes, ensuring that each commune has at least 5-6 agricultural extension staff, without increasing the total number of agricultural extension staff.

3. The Government Party Committee shall direct the Party Committee of the Ministry of Home Affairs to coordinate with the Party Committee of the Ministry of Agriculture and Environment to promptly issue legal documents within their authority to guide localities in implementing the above orientation, to be completed before October 15, 2025; localities shall arrange to establish commune-level public service units before October 30, 2025.
