The Tax Department has just sent an Open Letter to the business community; business households, individuals and taxpayers operating nationwide to solicit comments on the Draft Law on Tax Administration (amended).

After more than 5 years of implementation, the Tax Administration Law No. 38/2019/QH14, effective from July 1, 2020, has significantly contributed to modernizing tax administration, reforming administrative procedures, strengthening discipline in state budget collection; at the same time, creating favorable conditions for taxpayers to fulfill their obligations. However, in the context of rapid socio -economic development, e-commerce, digital economy and new business models emerging, digital transformation taking place strongly, many breakthrough policies and orientations of the Party and State have been issued to remove bottlenecks, unblock resources and promote economic development, requiring comprehensive amendments to the Tax Administration Law to meet the new requirements of the country.

Accordingly, the Ministry of Finance has drafted the Law on Tax Administration (amended) consisting of 10 chapters and 54 articles. The content of the draft Law is basically arranged and condensed in chapters, articles and the content of the articles to decentralize power to the Government and the Ministry of Finance but still ensures that the contents on tax administration are fully regulated in the draft Law (framework regulations). The Ministry of Finance hopes that the business community; business households, individuals and taxpayers operating nationwide will be interested in researching and providing many practical comments to complete the Draft Law on Tax Administration (amended). The Tax Department commits to continue researching, revising and ensuring that the draft Law both meets the requirements of modern state management and is consistent with international trends, contributing to improving the effectiveness and efficiency of tax administration and promoting the country's socio-economic development.
